Another version of this build with a much stronger broadside and more healy friendly version, utilizes 3 to 4 Single Cannons up front instead of the big cannons. Unfortunately however you'll never see 10K+ crits from your Guns alone.
This is my favorite version of the Vor'Cha. And while you will never bring the big crits, you will *most* certainly lay in the damage over time. You have to stay on top of it because you only have CRF-1, and Tac captains will suffer from not having enough power or healing ability so you're a bit squishy for a cruiser - but it's super fun.

If someone told me I HAD to heal them because they were the DPS and I am a healer all due to our choice of ship, well... best get stepping and thank the stars this is all virtual.

Some BoPtart was all crying that I was flying a cruiser and not healing him. He was the DPS he said. Know your role he said. He cried because I had torpedos forward. Told me I only do so well because my team carries me through. All that good stuff. He quit the PVE map we were on because I wasn`t playing right. LOL. His leaving caused me and one other brave Klingon pilot to fight for 2 hours in the Federation Minefield but we won by sheer perseverance and skill.
So after all that I went into the PVP queues. Guess who I had on my team? Why yes it was the whiny BoPtart. Long story short. Mr. DPS had 1/2 the DPS and kills in comparison to mine. Guess I didn't heal him enough for him to have a better score and I am sure it was all my fault.
Next PVP match was the same result so maybe he just plain sucks and needs a team to carry him like he told me in our first meeting (the PVE match). LOL.

What the Vor'cha heals best is an ailment known as "too many Starfleet vessels".;)
Now that we've had the slight Oddy tangent (which I do intend on touching back on in the future. I want the Neghvar and some other ships done first). First a public service announcement.
Public Service Announcement Tac Captains this really isn't the ship for you in terms of optimization. You really really should be in a Vorcha if you are going to roll in a cruiser on the kdf side. It has the base turn rate, superior inertia, and bridge officer layout for your needs. This is pretty much a sci and engi cruiser.
The Neghvar is the other T5 Klink Cruiser. I won't lie, this thing is far better than the Fed counterpart, the Failaxy. But only due to the fed counterpart being a terrible nay horrible ship. (The Failaxy and it's Gal X variant I am not going to cover. They are Horrible ships and you shouldn't be flying one as anything but a vanity item, I'm not enabling that sort of behavior!) Equal in shields, and hull to fed cruisers, but with a far superior turn rate. However, it has among the worst Inertia scores in the game at a meager 25. But Mav how much difference does 5 Inertia really make? Oh god. If you thought your Assault Cruiser was a pig you ain't seen nothing yet, the Negvhar's Inertia is -so- bad compared to it's turn rate that you will often lose a hefty portion of your defense score during aerial maneuvers when you are really trying to crank it. I'm not kidding. All of the Neghvar builds covered here, assume the klink team doesn't want any non cloakers.
Technically this thing can mount Dual Heavies. I really really don't recommend this though. The lowest you should be going on firing angle on this thing is Dual Beams. It's slow, and it's incredibly stall prone. The Neghvar in my opinion is for that klink team that really wants all their ships to be cloak capable, and still be more heal friendly than the Vorcha. In a surprise butt secks style team I rank this ship over non MESed carriers but only barely as carriers have the superior sci slots for healing and that's not mentioning the Siphon Drones and Tachyon Drone shenanigans, and the orion cruiser is a star cruiser clone. (which I'll touch on later as there are some slight differences)
I wouldn't bother putting a torpedo on this ship as you'll have to combat general torp user issues, as well as this things incredibly gimped inertia score.
The Weapon Loadout, I would try the following, 2 Dual Beams, and 4 beam arrays or try 4 Dual Beams 3 turrets and a beam array. Dual beams drain abit more power than Cannons, which is why I would back the rear turret count down to 3. It also gives you a wider angle for beam overloads (which is actually starting to make a comeback). While the former layout gives you a very good Fire At Will ship. You could also try 8 beams, as you -will- have the slot potentially for two emergency power to weapons1s.
There's three schools on the Neghvar, much like most cruisers. The Damage boat, (which has healing as a very strong secondary), the Heal Bot (imo pure healing isn't going to carry you and your team mates all the way to the top with as good as high end sto pvp teams have become), the Control Boat (which subs in Dps, or Healing depending on what the team is lacking on)

Engine Omega or Borg.
Yes the glider really is that OP. Assuming hell freezes over and Crytpic gives the Glider a kick in the junk like it so rightfully deserves

However, noob cruiser captain question here: Shouldn't sci team be just about a requirement for most ships and particularly for cruisers if one accepts the argument that cruisers are support ships?
I noticed only one of your builds here included sci team and then only as an optional. Yes, TSS and HE are great both because of their healing effect and the damage resistance they bring. However, I would argue that the prevalence of subnukes, AMS, CPB and idiots throwing jam sensors (if you have this power, just stop; you're embarrassing yourself) demand that a cruiser have sci team at the very least for themselves or to support their escorts or sci ships.
I tend to be a fan of either HE1 and Sci team 2. That way you have the aforementioned sci clearing power plus a decent shield coupled with a hull heal and the ability to clear Warp plasma, Vent, and a Harpeng, (not that those torps are much of a threat anymore but I don't like having a purple ship...).
Not knocking the thread, just throwing my two cents out there....
I can't help it. I have yet to see one that's any good in a team that, the same player didn't later get in a more serious ship and do far better in.
I should remove those bits...but I really don't want people to in my opinion waste their hard earned $ on ships that are under performers.
If you aren't in a sci heavy team sci team is a definite must. But most sci ships these days pack at least one sci team and the sci maintainence doff. (to the point their single ST is always in global giving them effectively 2 of them)
Your sci guy should be keeping the cruiser clean of that stuff with sci team or even possibly an Escort if it's an MVAM or Advanced. (or sci bop in the case of klinks)
If you are just pure pugging in the modern sto environment, HE1 and ST2 probably are a better choice, but part of the reason in my opinion that it's a better choice is because of just how Bad pugs are. And pugs really aren't going to get better in my opinion till they start building with some inkling of being team work oriented. (which is one of the many reasons Extend Shields is in so many of my builds that I've posted.. well that and it really is a mandatory shield resist)
Another reason is partly, cause there are ways around being nucced without necessarily clearing the debuff itself. Shield batteries can spike your shield power back up, if you are a tac or sci, throw in a transfer shield strength 2 as you move to full aux power helps quite abit. Engies also get the ability to Rotate Shield Frequency and then have Miracle worker and possibly EPS power transfer as emergency fall backs. The team -should- be able to get that debuff off of you by the time you've gone through your options and get you back up to speed. Sci can also throw down Sci Fleet if they have to. (there's also reason RSP is in a few of these builds as an option to give you yet another catch net)
There are sci team variants in just about every build I've posted thus far IIRC. It's been a long thread and alot of posts so my windbagged memory might be sketchy. Any ship I posted without at least one ST variant feel free to point it out for me.
I'm a bit of a noob cruiser pilot, but I don't understand Mav and other people's love of Engineering Team 3, ET3 on a cruiser.
Sure, I understand that folks don't like putting Emergency Power to Shields 3, ES3 on a heal boat or tank. It's a selfish power that you can't throw. Yet, ET3 seems like a worthless heal. Truth be told, I haven't used it in months but I remember that when specced properly it will give about a 10K hull heal to whomever you throw it to.
Is that really valuable though? Survival in pvp seems to be all about shield tanking right now. If your shields are down and you're just relying on your hull, you're pretty much sunk.
High Yield Torpedo, Torp Spread, BO3 or just the exceptional crits of weapons can hit 10k or even higher.
If you're trying to save someone throwing Extend shields two or aux to structural integrity is far, far more valuable to a buddy. In addition, if one is running tac team, which is a necessity, and carrying a science team, for team support and clearing of sci magic, then ET may not be available due to the shared cooldown, excluding doff usage.
I'm not saying ET is worthless. I usually keep an ET1 on my boat but in my view ET3 isn't worth training into. If forced to make a choice between ET3 and Aceton field, I'd say it's a toss up.
Engineering Team buys you and your team time to respond with other heals:
When a teammate is spiked they can often be killed in ~2seconds, with your scis and escorts concentrating on killing the other team this isn't enough time for them to target the teammate and give them support heals (HE, TSS). However when you, the cruiser, ET 3 them, they're given 10k health back buying a couple more seconds for you and your teammates to send help their way.
However in a PUG it is much less useful as there is little crosshealing so its only real purpose is to buy you more time if your other heals are on cooldown.
ET3, when your target is actually capable of shield tanking is godly, especially with the right doffs it can fire off every 15 seconds.
Having ES3 in the cmdr slot is pretty much standard if you are a healer. (if not you probably are running ES2 in the other lt cmdr slot)
ASIF2 is only really good on a dedicated healer, where as ET3 is very flexible as it doesn't care what your power settings are. It's also worth noting ASIF2's heal isn't very large. (so your last 3 slots on a dedicated healer are ES3, ET3, ASIF2)
I have both saved and been saved many times by a properly timed ET3, especially if the sci immediately uses shield heals (or the cruiser throws it).
Putting aside Rock's madness about the Gal R being OK, I have to take issue with an earlier comment Mav made about an Engineer not working in the Excelsior.
To be honest, I think that cruiser is the one cruiser which all types of captains can fly relatively well on the Fed side.
I've got a buddy, Crustymac, with a mean tac Excelsior and I know I've seen some sci Excelsiors that held their own and were still able to line up subnucs.
Yes, taking a cruiser with a LTC tac station doesn't seem to make a lot of sense if you accept the notion that cruisers should be support boats, but I found that when I flew that ship on my main, Easy, I would still usually turn out top healer in most matches.
It -can- work, but you have to admit the Excels doesn't exactly play to an engineer's strengths by and large no?
Sci Excelsiors can work, if they are control boats, I just feel they are better served flying Nebulas (cmdr sci and all that, comparable turn rate and speed. Not too sure on the Inertia scores) .
Well look at it on paper. When I jump from a sovereign to an excel, all I'm really exchanging is a Lt cmdr engineering power for a ltcmdr tac power.
So instead of having Extend shields or Aux2sif 2 I go with a lower tier version of it.
In exchange I can put attack patter omega on which is great for escaping various holds such as plasma or tractor beam which helps with tanking.
Alternatively, for team support I could grab Attack Pattern Delta 2 and throw that around to allies.
Heck if drones and other trash are a problem I can mount FAW three and try and clear that up for a team.
I guess I feel that the popular notion that the excelsior is an escort cruiser or weak healboat is flawed.
It does Ok. It probably won't put up the heal or support value of a star or Odd class cruiser but its no worse than an Assault and arguably better than the Gal R and "FailX" to steal your turn of phrase.

To be honest, after the Galaxy failed so hard beating back the borg. I always though starfleet would discontinue that cruise ship in favor of the Sovereign and the smaller and nimbler ships like the Intrepid, Prometheus etc.
well, i feel i made my first okay cruiser build. thanks to this thread, and ACTUALLY keeping my engineer in a cruiser for longer than a week....i think i have a decent setup that i like to fly.
see, being as every other toon i have is in some sorta escort or bop ect...and well, i just really like filling the fighter role in this game, it has been very hard for me to find an engie cruiser build that i REALLY like. the few times ive taken it out with the fleet ive gotten no complaints...and in pugs i feel very comfortable surveying the battlefield now, and watching my cooldowns so i can heal just the right amount, at the right time....all while still feeling OFFENSIVE...
3 x Phaser mkXI [ACCx2] [CtrH] 1 x Quantum Torpedo mkXI [ACC][CrtD][CrtH] both fore and aft
Borg Deflector and Engines, Omega Shield

I find that the 2 copies of FAW do not drain too much while running just 6 arrays, as opposed to 8....where in the past ive NEEDED eptw to compensate. but now just rotating EPSxfer, Nadion, Red Matter Capacitor, Weapons Batteries does the job, and it hasnt changed my overall suppression damage by the looks at the #'s at the end of the match....and i get to throw out an evasive and a torp spread now and then....for big ole' balls of targets...or those damn klingon deployables that can only be taken out by kinetic.
as for healing....Extends3 and Engineering Team3 will hold down 1, with 3 of those maintenance doffs and a 15 sec ET cooldown. thats actually why i run 1 copy of all 3 "Teams" and i've thought of healing with more as a.....situational opportunistic veiw, rather than keybind everything mode...and here is where i really caught myself being a way better healer....i have 4 main combos i guess...

Obviously to each his own, but as described earlier I'm not a fan of Engineering Team 3. Ten thousand extra hull points isn't worth a hill of beans if a fella has no shields. I would swap that out for Aux 2sif or personally and this may get me some hate I'd prefer this combo
swap that ESP1 for Engineering team, get Aux2 sif 1 or RSP1, Emergency power to shields 3and get ES3.
That combo gives you a great shield heal for buddies and two respectable hull heals as well as providing both a good shield and shield resistance heal for yourself.
Alternatively you could do ET1, EPS2, ES3 and Aux2sif3.
Also, I would suggest dropping the torps. Given the odd's terrible turn rate I find torpedos and torp spread not worth slotting. The odd is really built for beam boating and in my opinion between your engineers abilities and proper power settings keeping all 8 beams at 100 or higher isn't that hard.
If you go for an beam boat setup, I would consider making the
ltcmdr tac station: Beam overload 1, APD, FAW3
*Note, keeping APD2 isn't a bad idea for team support. That's going to be a personal call but I find FAW 3 helpful for clearing trash.
The lt Tactical station can be filled with TTT and Faw2.
Yes, shared cooldown is going to hurt but two copies of faw will be helpful for your team.
Also, if you're considering just pure healboating I'd ditch the ltcmd tac and opt for a sci in that universal spot.
Polarize hull doesn't get enough respect in my opinion for its ability to get you out of scrapes so throwing it in the ensign slot can make sense. Meanwhile, tractor beam is very effective for helping a team kill a bad guy by locking him down.
Of course throwing an engineer in that spot works well also.
This is the default build I tend to run.
LtTac: Tac team 1, APD1
LTCEng: Emergency power to aux1, Emergency power to shield 2, Extend shields 2
CMDEng: ET1, RSP1, EPS3, Aux2sif3

see, being as every other toon i have is in some sorta escort or bop ect...and well, i just really like filling the fighter role in this game, it has been very hard for me to find an engie cruiser build that i REALLY like. the few times ive taken it out with the fleet ive gotten no complaints...and in pugs i feel very comfortable surveying the battlefield now, and watching my cooldowns so i can heal just the right amount, at the right time....all while still feeling OFFENSIVE...

Actually this is a very good "tacish" engie oddy. I'm assuming you have two blue engi maint doffs? (to get ET3 into it's global)? IIRC 2 blues is enough to kick it to the global so that frees up your other doff slots.
I'd consider the Omega deflector instead of the borg one, and try the borg shield out. Imo the borg shield is abit better on a cruiser since the turn rate proc on the Omega shield is soo bad, and the extra shield power is enough to get you 1.4 (or is it 1.8) percent more shield resistance. Much Like my AC cruiser posts, however I'm only doing one SC one. I would go insane if I covered this ship too much (I'm a tac.. I murder people... most of opvp knows this just mentioning me and flying heal ship makes me cringe).
The Star Cruiser is debatable the best heal cruiser in the game. Especially Fed Side. In my opinion it is the best heal cruiser on the fed side. (the Neb is classified as the Sci Ship after all) However aside from the standard Harmless Healer role, that it is primarily seen in, it can be made to sub in some control. It's not as effective as a Control AC, at zone denial and control but it is capable, and is still at least as good of a healer as the AC while the AC is more of a dps and control ship...
I have been playing lower pvp matches and at lvl 40+ and Im having much difficult to find a role that Im god with my eng cruiser.

Looks good I'd make sure you have the maintaince doffs to get your ET3 into global cool down. And get Polarized Tetryon Beams instead of the turrets. You'll notice a much better proc rate, and damage output at range.

This is my favorite version of the Vor'Cha. And while you will never bring the big crits, you will *most* certainly lay in the damage over time. You have to stay on top of it because you only have CRF-1, and Tac captains will suffer from not having enough power or healing ability so you're a bit squishy for a cruiser - but it's super fun.

If someone told me that there are many ways to gut and skin a Targ, I would agree.
If someone told me I HAD to heal them because they were the DPS and I am a healer all due to our choice of ship, well... best get stepping and thank the stars this is all virtual.
Had this happen recently.
Some BoPtart was all crying that I was flying a cruiser and not healing him. He was the DPS he said. Know your role he said. He cried because I had torpedos forward. Told me I only do so well because my team carries me through. All that good stuff. He quit the PVE map we were on because I wasn`t playing right. LOL. His leaving caused me and one other brave Klingon pilot to fight for 2 hours in the Federation Minefield but we won by sheer perseverance and skill.
So after all that I went into the PVP queues. Guess who I had on my team? Why yes it was the whiny BoPtart. Long story short. Mr. DPS had 1/2 the DPS and kills in comparison to mine. Guess I didn't heal him enough for him to have a better score and I am sure it was all my fault.
Next PVP match was the same result so maybe he just plain sucks and needs a team to carry him like he told me in our first meeting (the PVE match). LOL.

Now my TACs fly carriers, my SCI and ENG are in Vor'chas. I would fly BoPs but I get bugged when I use Evasive and turn too fast. Get stuck in a turn loop. So slow turn rate ships for me it is.
Am still looking in the ship descriptions where it says "healers fly this ship" tho...
What the Vor'cha heals best is an ailment known as "too many Starfleet vessels".;)
Public Service Announcement Tac Captains this really isn't the ship for you in terms of optimization. You really really should be in a Vorcha if you are going to roll in a cruiser on the kdf side. It has the base turn rate, superior inertia, and bridge officer layout for your needs. This is pretty much a sci and engi cruiser.

The Neghvar is the other T5 Klink Cruiser. I won't lie, this thing is far better than the Fed counterpart, the Failaxy. But only due to the fed counterpart being a terrible nay horrible ship. (The Failaxy and it's Gal X variant I am not going to cover. They are Horrible ships and you shouldn't be flying one as anything but a vanity item, I'm not enabling that sort of behavior!) Equal in shields, and hull to fed cruisers, but with a far superior turn rate. However, it has among the worst Inertia scores in the game at a meager 25. But Mav how much difference does 5 Inertia really make? Oh god. If you thought your Assault Cruiser was a pig you ain't seen nothing yet, the Negvhar's Inertia is -so- bad compared to it's turn rate that you will often lose a hefty portion of your defense score during aerial maneuvers when you are really trying to crank it. I'm not kidding. All of the Neghvar builds covered here, assume the klink team doesn't want any non cloakers.
Technically this thing can mount Dual Heavies. I really really don't recommend this though. The lowest you should be going on firing angle on this thing is Dual Beams. It's slow, and it's incredibly stall prone. The Neghvar in my opinion is for that klink team that really wants all their ships to be cloak capable, and still be more heal friendly than the Vorcha. In a surprise butt secks style team I rank this ship over non MESed carriers but only barely as carriers have the superior sci slots for healing and that's not mentioning the Siphon Drones and Tachyon Drone shenanigans, and the orion cruiser is a star cruiser clone. (which I'll touch on later as there are some slight differences)
I wouldn't bother putting a torpedo on this ship as you'll have to combat general torp user issues, as well as this things incredibly gimped inertia score.
The Weapon Loadout, I would try the following, 2 Dual Beams, and 4 beam arrays or try 4 Dual Beams 3 turrets and a beam array. Dual beams drain abit more power than Cannons, which is why I would back the rear turret count down to 3. It also gives you a wider angle for beam overloads (which is actually starting to make a comeback). While the former layout gives you a very good Fire At Will ship. You could also try 8 beams, as you -will- have the slot potentially for two emergency power to weapons1s.
There's three schools on the Neghvar, much like most cruisers. The Damage boat, (which has healing as a very strong secondary), the Heal Bot (imo pure healing isn't going to carry you and your team mates all the way to the top with as good as high end sto pvp teams have become), the Control Boat (which subs in Dps, or Healing depending on what the team is lacking on)

Engine Omega or Borg.
Yes the glider really is that OP. Assuming hell freezes over and Crytpic gives the Glider a kick in the junk like it so rightfully deserves

However, noob cruiser captain question here: Shouldn't sci team be just about a requirement for most ships and particularly for cruisers if one accepts the argument that cruisers are support ships?
I noticed only one of your builds here included sci team and then only as an optional. Yes, TSS and HE are great both because of their healing effect and the damage resistance they bring. However, I would argue that the prevalence of subnukes, AMS, CPB and idiots throwing jam sensors (if you have this power, just stop; you're embarrassing yourself) demand that a cruiser have sci team at the very least for themselves or to support their escorts or sci ships.
I tend to be a fan of either HE1 and Sci team 2. That way you have the aforementioned sci clearing power plus a decent shield coupled with a hull heal and the ability to clear Warp plasma, Vent, and a Harpeng, (not that those torps are much of a threat anymore but I don't like having a purple ship...).
Not knocking the thread, just throwing my two cents out there....
I should remove those bits...but I really don't want people to in my opinion waste their hard earned $ on ships that are under performers.
If you aren't in a sci heavy team sci team is a definite must. But most sci ships these days pack at least one sci team and the sci maintainence doff. (to the point their single ST is always in global giving them effectively 2 of them)
Your sci guy should be keeping the cruiser clean of that stuff with sci team or even possibly an Escort if it's an MVAM or Advanced. (or sci bop in the case of klinks)
If you are just pure pugging in the modern sto environment, HE1 and ST2 probably are a better choice, but part of the reason in my opinion that it's a better choice is because of just how Bad pugs are. And pugs really aren't going to get better in my opinion till they start building with some inkling of being team work oriented. (which is one of the many reasons Extend Shields is in so many of my builds that I've posted.. well that and it really is a mandatory shield resist)
Another reason is partly, cause there are ways around being nucced without necessarily clearing the debuff itself. Shield batteries can spike your shield power back up, if you are a tac or sci, throw in a transfer shield strength 2 as you move to full aux power helps quite abit. Engies also get the ability to Rotate Shield Frequency and then have Miracle worker and possibly EPS power transfer as emergency fall backs. The team -should- be able to get that debuff off of you by the time you've gone through your options and get you back up to speed. Sci can also throw down Sci Fleet if they have to. (there's also reason RSP is in a few of these builds as an option to give you yet another catch net)
There are sci team variants in just about every build I've posted thus far IIRC. It's been a long thread and alot of posts so my windbagged memory might be sketchy. Any ship I posted without at least one ST variant feel free to point it out for me.
I'm a bit of a noob cruiser pilot, but I don't understand Mav and other people's love of Engineering Team 3, ET3 on a cruiser.
Sure, I understand that folks don't like putting Emergency Power to Shields 3, ES3 on a heal boat or tank. It's a selfish power that you can't throw. Yet, ET3 seems like a worthless heal. Truth be told, I haven't used it in months but I remember that when specced properly it will give about a 10K hull heal to whomever you throw it to.
Is that really valuable though? Survival in pvp seems to be all about shield tanking right now. If your shields are down and you're just relying on your hull, you're pretty much sunk.
High Yield Torpedo, Torp Spread, BO3 or just the exceptional crits of weapons can hit 10k or even higher.
If you're trying to save someone throwing Extend shields two or aux to structural integrity is far, far more valuable to a buddy. In addition, if one is running tac team, which is a necessity, and carrying a science team, for team support and clearing of sci magic, then ET may not be available due to the shared cooldown, excluding doff usage.
I'm not saying ET is worthless. I usually keep an ET1 on my boat but in my view ET3 isn't worth training into. If forced to make a choice between ET3 and Aceton field, I'd say it's a toss up.
When a teammate is spiked they can often be killed in ~2seconds, with your scis and escorts concentrating on killing the other team this isn't enough time for them to target the teammate and give them support heals (HE, TSS). However when you, the cruiser, ET 3 them, they're given 10k health back buying a couple more seconds for you and your teammates to send help their way.
However in a PUG it is much less useful as there is little crosshealing so its only real purpose is to buy you more time if your other heals are on cooldown.
Having ES3 in the cmdr slot is pretty much standard if you are a healer. (if not you probably are running ES2 in the other lt cmdr slot)
ASIF2 is only really good on a dedicated healer, where as ET3 is very flexible as it doesn't care what your power settings are. It's also worth noting ASIF2's heal isn't very large. (so your last 3 slots on a dedicated healer are ES3, ET3, ASIF2)
I have both saved and been saved many times by a properly timed ET3, especially if the sci immediately uses shield heals (or the cruiser throws it).
ET3 buys time, and it saves.
Oh and the Gal-R doesn't suck, its quite awesome (well in cruiser terms ) when you ditch the saucer. :cool:
To be honest, I think that cruiser is the one cruiser which all types of captains can fly relatively well on the Fed side.
I've got a buddy, Crustymac, with a mean tac Excelsior and I know I've seen some sci Excelsiors that held their own and were still able to line up subnucs.
Yes, taking a cruiser with a LTC tac station doesn't seem to make a lot of sense if you accept the notion that cruisers should be support boats, but I found that when I flew that ship on my main, Easy, I would still usually turn out top healer in most matches.
Sci Excelsiors can work, if they are control boats, I just feel they are better served flying Nebulas (cmdr sci and all that, comparable turn rate and speed. Not too sure on the Inertia scores) .
So instead of having Extend shields or Aux2sif 2 I go with a lower tier version of it.
In exchange I can put attack patter omega on which is great for escaping various holds such as plasma or tractor beam which helps with tanking.
Alternatively, for team support I could grab Attack Pattern Delta 2 and throw that around to allies.
Heck if drones and other trash are a problem I can mount FAW three and try and clear that up for a team.
I guess I feel that the popular notion that the excelsior is an escort cruiser or weak healboat is flawed.
It does Ok. It probably won't put up the heal or support value of a star or Odd class cruiser but its no worse than an Assault and arguably better than the Gal R and "FailX" to steal your turn of phrase.

To be honest, after the Galaxy failed so hard beating back the borg. I always though starfleet would discontinue that cruise ship in favor of the Sovereign and the smaller and nimbler ships like the Intrepid, Prometheus etc.

see, being as every other toon i have is in some sorta escort or bop ect...and well, i just really like filling the fighter role in this game, it has been very hard for me to find an engie cruiser build that i REALLY like. the few times ive taken it out with the fleet ive gotten no complaints...and in pugs i feel very comfortable surveying the battlefield now, and watching my cooldowns so i can heal just the right amount, at the right time....all while still feeling OFFENSIVE...

I find that the 2 copies of FAW do not drain too much while running just 6 arrays, as opposed to 8....where in the past ive NEEDED eptw to compensate. but now just rotating EPSxfer, Nadion, Red Matter Capacitor, Weapons Batteries does the job, and it hasnt changed my overall suppression damage by the looks at the #'s at the end of the match....and i get to throw out an evasive and a torp spread now and then....for big ole' balls of targets...or those damn klingon deployables that can only be taken out by kinetic.
as for healing....Extends3 and Engineering Team3 will hold down 1, with 3 of those maintenance doffs and a 15 sec ET cooldown. thats actually why i run 1 copy of all 3 "Teams" and i've thought of healing with more as a.....situational opportunistic veiw, rather than keybind everything mode...and here is where i really caught myself being a way better healer....i have 4 main combos i guess...
the "your my kinda escort" combo: Extends3, Delta2
the "oh snap, you just got nuked" combo : ST2, Aux Battery, HE1, TSS1
the "so there gonna focus on you the whole match huh?' combo: ES3, rotating "Teams"
the "DUDE! PLEASE DISTRIBUTE YOUR SHIELDS" combo: TT1, TSS1, HE1, Delta2
Other than that, i just try to stay in the thick of things...watch my power levels closely, and always remember im a "space whale". its hard for me, usually being the "stingray" for 90% of the time. and when it looks like i'm gonna have to tank it out myself.....Miracle Worker, Engineering Fleet, and hog up my own heals for a bit until the Cavalry gets back in.

Obviously to each his own, but as described earlier I'm not a fan of Engineering Team 3. Ten thousand extra hull points isn't worth a hill of beans if a fella has no shields. I would swap that out for Aux 2sif or personally and this may get me some hate I'd prefer this combo
swap that ESP1 for Engineering team, get Aux2 sif 1 or RSP1, Emergency power to shields 3and get ES3.
That combo gives you a great shield heal for buddies and two respectable hull heals as well as providing both a good shield and shield resistance heal for yourself.
Alternatively you could do ET1, EPS2, ES3 and Aux2sif3.
Also, I would suggest dropping the torps. Given the odd's terrible turn rate I find torpedos and torp spread not worth slotting. The odd is really built for beam boating and in my opinion between your engineers abilities and proper power settings keeping all 8 beams at 100 or higher isn't that hard.
If you go for an beam boat setup, I would consider making the
ltcmdr tac station: Beam overload 1, APD, FAW3
*Note, keeping APD2 isn't a bad idea for team support. That's going to be a personal call but I find FAW 3 helpful for clearing trash.
The lt Tactical station can be filled with TTT and Faw2.
Yes, shared cooldown is going to hurt but two copies of faw will be helpful for your team.
Also, if you're considering just pure healboating I'd ditch the ltcmd tac and opt for a sci in that universal spot.

Polarize hull doesn't get enough respect in my opinion for its ability to get you out of scrapes so throwing it in the ensign slot can make sense. Meanwhile, tractor beam is very effective for helping a team kill a bad guy by locking him down.
Of course throwing an engineer in that spot works well also.

Looks good I'd make sure you have the maintaince doffs to get your ET3 into global cool down. And get Polarized Tetryon Beams instead of the turrets. You'll notice a much better proc rate, and damage output at range.

Era isn't so op anymore due to all the changes. If he rolled without his tsi teamates he would get wasted left and right now.
The OP trying to support current ship design and what ship types should and shouldnt do is a joke unto itself. The op needs to do some reading or moviewatching, or in the OP's case they like the way things are in STO pvp play and are talking out their plasma vents.
Cryptic made this game and the masses spoke, it plain sucked, and still sucks, those that enjoy it good for you, i play the pve side because i like the pew pew sound, i do not play the pvp after testing the waters two years ago and found the play abyssmal as do thousands of others, that why you pvp fanatic are always running around spamming chat wasting your typing skills trying to get the F2P people to pvp so you can gank, pathetic, this also shows the lack of interest in pvp and the lack of any solid community in pvp for STO, the que times prove this over and over.
When Cryptic decides to make ships operate per canon and space battle operate per canon people may begin to give more than a **** about your lack of pvp targets and less than stellar advice on building ships to suit the non canon style of sbag pvp play.
Pitifull and worthless, the watchwords of the sto pvp crowd. You folks would do better to press cryptic into making ships canon, making fights canon and hiring devs that at least have a clue, until then enjoy the barrens chat in your little circle jerk of friends, all of whom i am sure the hardest core sto playuhhhs around.

I'm not sure if we're still not allowed to call this what it is, but it rhymes with rolling, bowling, and polling, and the noun assosciated with that verb, in D&D rules, is commonly dealt with using fire in some manner, their natural habitat being caves, lakes, and under bridges.
