I'll say that it's probably going to be exactly on time, 7:40PM, as i correctly predicted in my post from a few hours ago.
On another note, an excellent change to the way the Exploration missions work in my opinion.

I liked the way it was before better. It gave a much better incentive to visit them all and to explore stuff all around. There's even accolades tied to exploring each and every star cluster. Before, each star cluster mission you chose to do a trio of gave you marks to help you build up your gear. Now, instead of being able to do those every 30 minutes for similar benefit, it's curtailed to be only once a day.
I don't see that as an improvement at all. I thought the point was to broaden the options and available playstyles/ways of advancement. I see this change as a major case of 'dropping the ball'.

Yeah. I wasn't looking for a specific time. Just a general idea. Something like, "give us an hour or two". Or "it'll only be a few minutes". Just so i could get an idea of if I will have time to get on tonight. Didn't want to put good ole Salami on the spot.

Yes and no.
The current way is in some ways better, you can grind up and get that gear you want, but when you rank up, the marks are useless.
On last weeks build, I found that after I had outlevelled the Clusters, they no longer awarded Dilithium.
With this current change, You can choose which one you want to do.

Exploration missions (3 missions in Delta Volanis for example) are NO LONGER a daily, they are now back to normal
so what happened to the dilithilum award? a new daily mission for completing them, separate from the original
