It's literally just spam A packs unless you have 3000 gold or 10b to spend, in which case you can start looking at S packs although they remain a bad idea for some time after that. Candleflame sets are around 4b on average for the first set assuming you start with 0/6. Before that just use whatever A/S cards you have.
