So did 6 guilds fail to win a PvE TW, or is the game so dead that there aren't even enough alt guilds with 100k for a bid to take every land?

I imagine it would be difficult to give away a land without being accused of a fake bid and/or fake war. How many tickets do you think would be sent if VengefuI (for example) allowed a smaller guild to win a TW? No good deed goes unpunished.

I haven't tried it, but the PW Boutique Agent's help text doesn't say that. That's refining level (+1, +2, +3 ...), not equipment tier. It means you can't transfer +3 from a Wheel of Fate mold to a +10 HH99 weapon (which would be stupid and pointless anyway).
