Neverwinter is letting in Drow refugees , evil drow will most certainly use that fact to gain access to the city.You just can't walk around openly doing evil things which your are right about if where going by logic in role-playing.
There are places in the city not controlled by the Neverwinter government. There is even a orc controlled tavern where evil characters can make a place to hang out and get contacts for foundry missions.
I understand where you are coming from, my guild is not overtly evil its more like how the thayan enclaves were set-up role-playing wise. We are more chaotic neutral and all the drow characters in the guild are outcasts and hate Lolth. You can still be evil and exist in a lawful setting, you just have to hide it.
