You could just do what I did: Accounts are free, so having a bunch of them hurts you in no way. Halfling Rogues level fastest; make 4 more accounts with level 15 alts and start your own guild. I will say having five instances of Neverwinter running at once for guild formation makes your system run rough!

Yeah, screw that noise. PC already has a downside, you need to be on every two hours refreshing it on all your mules. If you're that obsessive about it, you deserve the AD.

Upon further testing, if you injure yourself, say by throwing yourself off building, and then use a non-combat power, it will raise both Action Points and Divine Power, albeit only until you are fully healed.
