Shadowslip and Essence Drain are Mechanics, they're part of the class and always applied to you, you don't need to select them. I'm guessing that you've already selected your paragon path and you can select some powers ?

The duration and HP are certainly quantifiable but the DPS bit might be hard to answer ... how exactly do we define the "minimum dps required" ? I've seen high IL Rangers do terrible damage because the player didn't know their class and a low level Wizards absolutely tearing it up in dungeons.
