How to change warlock mechanics in mod 16 rebuild?

When I try to rebuild my level 70 warlock the equip power does not light up giving no choices other than shadow slip and essence drain.

    Shadowslip and Essence Drain are Mechanics, they're part of the class and always applied to you, you don't need to select them.

    I'm guessing that you've already selected your paragon path and you can select some powers ?
