from what I can see tier 1 seems to have a 2 piece bonus of 400 to a stat and tier 2 seems to have a bonus of 450 to a stat. Of course I haven't look at ever set but so far for my 60's that's been the case.
As a level 60 cleric I can say that if our self healing was not reduced we'd be unstoppable, both in pvp and pve. And to the people talking about potions leveling and not doing damage I just don't know what to say. I soloed most of my time and had no issues.
personally I'm having a blast healing right now in both pvp and pve. Its a welcome change from the whack a mole healing of picking the lowest health bar and clicking my big heal. This are things you can do if you are in an organized group. But the dungeons should require a bit less coordination at the lower levels while people are still working through the content and learning. It is hard to fully communicate a strategy to a pug especially when there is often a mix of languages involved.

The first step toward a fix is incoming in the next patch as they announced just a bit ago. Auto kicking afk players is going in and then they'll improve on it from there.
Agreed, as much as people want to pull the "they have a store" card, it is beta and they do need to get fixes out. I've already seen fixes to numerous things that annoyed me and the server stability has been much better so things are improving. This particular patch is sorely needed as well.
I don't think a character wipe is needed, its going to be too fun watching the Banhammer hit all the people exploiting right now. They may think no one is watching but apparently they've never played an MMO before.
I do fear this game is going to have its pvp ruined by CC like Warhammer online did. Especially when they implement larger pvp. Considering that most groups seem to consist mainly of rogues and wizards this could really be an issue in the longevity of the game.

I have to be honest the best thing I've done to help recent games is to get an SSD for them. More and more assests need to be loaded from the HD and it can be a huge bottleneck.
