I tried something similar, but with my push-to-talk button. It also did not work. To be fair, I also didnt bother troubleshooting it much beyond that. I believe it was mapped to #10 and it was mapped to a keyboard value.
If you go into the Hall of Justice and approach his lordness a knight will stop you. One of the dialog boxes prompts for a 'Diplomacy' option. So it did make its way ingame-- even if Paladin's Diplomacy skill isnt in yet. :P

I would honestly say it is too early to make that call. BWE1 isnt exactly when all the gear tuning is out and about. That said-- there is not a lot of 'rare' gear out there. The rare gear that is can be picked up by running a delve to the end and getting lucky on the RNG.

I enjoyed it. The Temple had some problems where if you go talk to a certain boss the gates close behind you. If a team-mate is behind them they cant get in. You cant move forward, either. Ability scores... kind of do. Not in the same magnitude in 4e where its <weapon damage> + <score>. Moreso +% damage or mitigation. Like 20 Dex gives +10% crit chance. No. Unlike powers (like the example above) they do not directly effect powers. No <con bonus> thp from crushing surge and the like.
Skills: Low. Every class has 'a' skill and it only shows up when interacting with sparklies. They are largely ignorable right now. Feats: These are fairly broad but play out a lot more like your typical talent tree. For example a tank could focus on getting more hate, more mitigation, or more damage. Not sure on an 'exact'…
