lowering the rewards for the losing side would make pvp matchmaking basically pointless, unless you are a full group of p2w players decked in enchantments and what not. Those queues would start taking longer to fill like the dungeon delves and skirmishes unless you preform.
Many people have come and gone, there is still a good amount of people. Kind of like the Defiance, it had a drop off but as they patch and fix stuff people have come back a lot. Most of the guild I was in on NW has quit though, many seem to be kinda bad about game hopping.

pvp in the game is always going to be p2w, I usually only join to get my daily astral diamonds. If everyone was equipped similar without enchantments and stuff, then maybe it would be competitive and about skill.
