It is the dot that procs EotS on each mob separately. Each tick of the dot has a chance to proc it. Meaning it's not "hit a pack = all have insta EotS".

Ima add one more, that happens to me quite often in pvp. Summoning the shard on mastery too close to a wall or pillar often gets the ball stuck in said wall / pillar. To be completely honnest, this annoys me even more than the shard disappearing.

Could try to test it in pvp. Not really easy to get a clean log as it will not show when EotS procs on the mob, and I don't know a mob that can do alot of attacks in 3 seconds to check if it's actually 100% chance. It's actually worse than that. The DoT part does proc eye of the storm. But it procs it on your target. Enjoy free crits from bosses!

Alright I very rarely post on that forum, I'm a lurker. But sometimes it's really needed. The best start would be to make Shadow Strike not refill stealth if dodged. Going to the Righteous tree nowadays means building a PvP cleric - Healing Step is probably one of the strongest feats for PvP.
