I'd imagine the preview quests wouldn't make it to live side until after the patch for the new features being tested in the Preview Server went live. Otherwise, you would have a lot of broken items here and there that you would think would work correctly..
Shouldn't it be dynamic light costs versus dynamic light budget? Is it a round-about way to increase performance for players in UGC by limiting the dynamic light placing in a UGC?
I think there might be a few single mindflayer encounters, I don't have the foundry up at the moment. Are you asking about making part of an encounter attack itself? As far as customizing encounter spawns, you can only go with the ones already made by picking the closes matches, then cheat by putting the parts of the encounter you don't want elsewhere.

You can either put the parts of the encounter you don't want in an unreachable room or you can use the costume function to make them look like something else if you want.

I was just making sure your map transition in the storyboard was set to move to the new map using that item if you are changing maps. If you are on the same map, then you need to use a teleport for the transition.
I do agree that the shield should probably at least have a generic Neverwinter symbol on it or evolve to a better looking shield from the wooden buckler that it seems to be.
Most of the effect-type objects turn off when you start moving them around. Got to exit back out of 3d edit mode in order for all the effects and clipping planes to be restored.
