I also have this same issue. I have 2 boons in the pvp campaign and 1 boon in sharandar campaign that i cant commit. I have made an in game ticket but no response.

if they dont make seal of triumph available to earn pvp is pointless coz you cant get gear, pve is impossible without major gear upgrades, dailies impossilbe solo so no chance of unlocking boons, what else is there to do other than sit in pe and watch chat?
