Nope. This is the exact opposite of what you want to do for all artifact equipment (weapon, belt, neck, etc...), but regular artifacts (the 3 you can equip normally) this is exactly what you should do, if at all possible. Long story short, for weapons, belts, etc (any of the equipment artifacts) you lose RP after level 3.
Have you tried reinstalling neverwinter itself? Uninstalling/reinstalling steam and arc will do absolutely nothing since neverwinter runs on a standalone setup; those two clients just startup the .exe to run it.

Not all feats will change your GS (very few actually do) and NO power will change it either. However, a lot of boons will boost your GS quite drastically. The majority of your GS is from your gear.

In 4 days, its sold no matter what you do. Its never going to return to your possession unless you get another account or a friend to get the highest bid on it.
I personally think the unavoidable damage is a bad idea, but I also believe that most fights should be challenging, but capable of getting a "flawless victory" if you are skilled enough.
Ctrl+J (the default shortcut for the collections window) and go to Dread Ring in the Zone Rewards section. If you hover over the item icons then it tells you everywhere you can get it. Some are in the shop only, dread spire only, phantasmal fortress only, etc.

These types of changes usually aren't retroactive, but if you honestly want to see for yourself, have one of those enchants drop an item, copy your character over to Preview, then see if that item is bound.

You can always just mass copy over characters, buy the cubes on each and then mail it to yourself (or put it in the shared bank section). The cubes are tradeable.

I have to agree with you here. There is literally no content that justifies the amount of power creep being introduced every module (even the new dungeons). Everything made and everything being made can still be beat in equipment introduced before module 1 (except some artifacts to help spread out stats).
