The white gem will clear the ice if you use it right after the dragon's attack. It also frees all frozen players (if they survive the now-oneshotting DoT).
A guildie found a fix for that. 1) Enter the TOO instance all by yourself. 2) Let enemies kill you until you run out of lives. 3) The run fails and you are automatically teleported back to the Enclave. 4) You should now be unbugged. Test with a quick x1 if you are now gaining coins or not.

Even if the daily cap were removed and the amount of coins gained were doubled, it is starting to get really late for that if the event still ends on Thursday morning. Guess most people on PC will be cheated out of their Fabled Chapter and better luck on consoles.
When Perfect Balance stops working, it halves the AC's burst damage output for rest of the boss fight. Even if you manage to drudge through ToO, the daily coin limit counts everything you gain twice and so you can only get half as many coins as you should daily. I don't know what to say at this point. Maybe we'll have more information on Monday, hopefully.
