Tried again this afternoon. Initial attempt was normal and was unplayable. Grasping at straws, I tried setting a proxy in the launcher Options. I set the proxy to US and connected. Was able to interact with NPCs, got zone messages showing it recognized that I was moving, and everything was working. Tried to confirm this…
