Anyone should be able to play a "dark elf" at launch by picking elf as their race and giving it dark skin. That's all 4e dark elves are. It doesn't need to be its own race. They're indistinguishable from normal elves except for their appearance.

Just make sure to help control the land shark population and get your bulette spayed or neutered. Land sharks burrow and can cause tremendous ecological damage if their population grows out of control.

That said, alot can be learned from WoW and other games, where the gearflation is so out of hand that characters now have hundreds of times as many HP and do hundreds of times as much damage as they did a few years…
In 4th edition wizards and sorcerers have access to totally different spells. It's not like 3rd edition where they had the same spell list and the only difference between them was resource management.
