If it follows every other class, no. The "secondary" hand cannot have a weapon enchantment slot. The weapons with those slots are listed as "Primary" and you'll get an error when you try to put it into the slot. I know I've gotten one from the artifact lockbox. The second one I own has to be from the Dread (Death?) Forge last night. The junk flies across the screen so fast it's hard to keep track of what came from where.
Actually, it is all bags outside of the Adventurer's Satchel (The big one you start off with.) Just looked on all my characters and even the quest bags are hidden. I have a ton of various items between all the bag slots (Starter, 2 Quest bags, and 2 GBoH) and only the junk in the Adv. Satchel shows up.
