Depends, I think for PvP the Halfling is definitely the race to go. PvE is debatable, and nothing is drastically game changing

I'm pretty sure they meant, you can spend $200, get the mount for one character BoE, and if you spend another $200, you get another mount for another character that's BoE

Honestly, I don't know why they're making us pay for it... I thought this game was F2P lol, I mean it is, but really they're going to release a race that requires the user to pay to use it? And it's releasing on sale for $75... AFTER it'll be $100. Come on. I don't see this game lasting forever if this is how stuff is…

This is probably the best advice, like real talk. Comparing yourself to those who are geared or have spent more time in the game, as a beginner will be your biggest downfall.
