I personally don't have the set, but my experience with "auras" when I was a Templock; the debuffs show up on the debuff bar of the enemy. Only way to test it without any other debuffs is run a dungeon solo and see what debuffs appear on bosses.

The artifact isn't out yet. The DC artifact is only obtainable with a DC when they enter the Vault of the Nine; one of the missions that's coming in the next lot of mods.

I had the Allure and now I've went for Radiance, purely for the 2 Rings and Waist slots as Mod6 is coming (and Archmage packs ArP). From what I read, I'd assume you'll get a 3% damage increase at 80% (as per the artifact class feature) and once you hit 100% you'll gain the 12% from that also (as per class feature). The 10% increase will be 10% of your current ArP value. For example, 1000 before the feat will get you 1100. As for incoming healing, it affect ALL incoming healing from potions to LS and regen. I have tested this to make sure my 5th boon was working.

I enjoy it regardless. The only people I see complaining are mainly the people who made money out of boot/looting, and this has always been the model of PW. Selling gear becomes pointless, so to gain anything of value; Zen is needed to convert to AD.
