I think yes. So far I'm lvl 46 and 99% of the content I solo'd, haven't bought gear from AH at all and doing fine. Dungeons would be kind of a waste to skip, but you don't really need to do them

Wrong actually, they're called encounters because the game is based on D&D 4e and in there there are some Encounter powers that you can only use once per encounter (At-wills: however you like, Dailies: once per day). So.....thats why :P

leveling in this game is way to easy and fast as it is, I don't think an XP boost is necessary. Plus what about those who already spent the 5 gold on a mount? This "gift horse" would be useless for them, maybe a riding training book?
