Yes, definitely. The process would be strictly controlled by staff, who also determine the requirements.

Yeah, I've being experiencing the same. No idea what's going on. As for the current server downtime, I first thought it was some kind of maintenance but they haven't posted anything. I wonder what's going on hehe.
