It just can't be done for liability reasons. As discussed elsewhere, a company is liable even if it's the gamer's fault if something is litigious in nature.
Now, if we found some way around that and/or had pre-recorded voice clips (approved in advance) accessible, I'd love that...as long as we had the option to toggle them off as well, and no Foundry made them mandatory (only enhancing what was available on text.)
Well... a way that could work could be this: If someone makes a very interesting dungeon and becomes fan favorite, maybe Cryptic could create the voice acting/narrating and add it to it sometime in the future. With the permission of the creator of course. And maybe the creator could get a "badge" next to his name, to make him stand out as a dungeon maker.

This is how I would hope they run the foundry content.
There are a lot of amazing tools that should be available to quality developers which are likely not going to be included and I think they should if you show responsibility and dedication enough to use them.
Voice acting is one. Programming, Texture and Model modifying are three others.
Basically, while it may be too much work to review content which may cause legal issues if every player was given it a handful of players/developer groups shouldn't be too overbearing.
If Cryptic can have the players release content which not only gives a new adventure but also gives fresh appearances to the game then this game will be sure to thrive.
This sadly could be twisted into unfair favoritism but this is how things would have to work. There are some features which I really, really would want supported which just can't be given to the masses.
This may not be directly the same but it shows how companies can be liable for actions they didn't endorse.
My father owned a bar some years ago and these are some things which he was liable for...
-Any underage drinker regardless if the bar sold them alcohol or not.
-Any drinking on the property. If people buy alcohol elsewhere and drink in the parking lot the business is held accountable
-If somebody is refused entry because they seem like they are looking for trouble there's no difference in court if they start a fight immediately in the parking lot.
Basically if it happened on your property, no matter how much you try to stop it, you are held responsible. The MMO is Cryptic's property and by allowing us to modify it directly they inherently take responsibility for the actions done on their property.
Instead of always dwelling on the "potential for abuse" theory, which and quite frankly everything in this world of ours either has potential for being abused, is abused, or has been abused. By such a notion, not much in this World would be possible. So, stating the obvious really does more negative than positive.
There would, of course, need to be some sort of submission and approval system in place for voice-overs. SOE does this with their custom flag and sail designs in Pirates of the Burning Seas Online. Sure, it takes a few weeks to get something submitted and approved, but it is quite possible and does happen. I know, I have some custom flags and sails.
For NWO, approved voice-overs could then either be flagged as public or private. Public would allow all DMs to use them in their Foundry Campaigns and Adventures, which having it set as public would ensure that only you, the submitter and author of the voice-overs, are allowed to use them in your own Foundry Campaigns and Adventures. For public ones, these could be chosen by either the Devs themselves or through some sort of "Foundry Spotlight - Voice Over Edition", where select Foundry Projects with custom voice-overs have their custom voice-overs uploaded to the server and then allowed for use by all Authors/DMs.
If such a system comes in to place, as long Foundry authors (DMs) understood there was an authorization time, we could make the voice-overs ahead of time and submit them right away, so they could be authorized by the time we finished our Campaign or Adventure.
For instance, which in the map editor, I could select "record voice over," while in the dialogue of an NPC. I'd then record it and when finished would be promted to either "save for publishing" or "save and upload for approval." The first option would wait to submit all voice-overs until after you have finished the Module and press Publish. This would keep the module from being published until it has been approved.
The latter option would submit the voice-over for pre-approval before the module is even finished and published. This could allow Foundry authors a sense of quicker authorization, for the process for their voice-over or voice-overs would already be in the process of authorizing while they continue to work on their Campaign or Adventure.
I am sure that there would need to be some sort of technical limitations set to the voice-overs however, such as a maximum number of individual voice-overs and a max length per voice-over, in addition to the screening and approval process.

For each piece of conversation, the modder could simply reference in an optional (playsound) field something like : /custom/sounds/drowconv132.mp3 and all will be well with the world.
THEN, the community authors (like me) could create terrific, voiced-over conversations that would create a level of intense immersion. Would it be great to have an OnEvent capability to input custom music themed to the event? Sure. But that's not necessary. Runic isn't developing this game, Cryptic is. legally saying that you are absolved from a thing and actually being legally absolved are two very different things. And finally great modders can create a intense experience without VO and if you actually need that then perhaps you are not that great.

Having DM voiceovers could significantly improve the immersion of a storyline if you had voice actors from friends & family, especially with the use of free/open source software such as Audacity. Here is a simple 10 minute campaign introduction for my players in the "Jade Regent" campaign, that kind of illustrates something you could do, although in NW it would be far more direct, as you would likely just read the narrated story text.

No problem, yeah folks here are pretty free with their opinions and usually we can have them without bumping heads, that isn't to say that we aren't passionate about what we feel is good for the game, but we can usually express it it in civil language.

I'd absolutely love this feature if players could do this. I have a very deep voice and it would be nice to put it to use as to mimic the DM voice in DDO.

Having voice in the quests would also increase the saving and downloading of maps tremendously. What takes seconds currently might take much longer to get. I really like that all the current quests are published server-side and don't require much download other than the patch. Custom recording would be cool, but with very recording limited duration.
