Doubt it since the Heroes pack gets an additional 3 character slots which means 5 in total.

No it means free slots available. Cash shop details have not been announced so we don't know anything about the rest. But I would guess it would make sense to sell more slots.

That sounds quite low. I do like to create lots of alts (one per class, usually) so maybe I'm biased. I'd suppose some extra slots unlocked by reaching certain milestones in addition to the traditional shopping.

Cool thanx, I'm pretty sure I will be good with 5 or 7 slots for a good long while as I don't really suffer from altitis.
I would like unlimited, for I never delete a capped character. Once my PC is capped, I will start with another. If, say I play for 10 years, considering the game stays that long, I may want 100 or so slots by that time...
I usually play my first Character for along time without playing an Alt(3 years on WoW before I played 1 Alt.) So as long as I like the class it aint a big problem for me

Let's think about this though, Crypticmapolis has stated they designed no limitations on the of classes that could be added to the game...
It would be great if they took into consideration that a person would like, ideally, one of every class and either put an obnoxiously high limit or also designed a no limit system (as long as you paid for them).

Hmm... Well, since I almost always stick with one char, the limit isn't too bad. However, since we have the potential for unlimited classes/races... Well, I'm not sure I like that much... since I won't know all my class options when I create my first char(s)... I plan on playing either Rogue or Cleric (find out which I like in beta), but Ranger sounds cool, and I'd like a class with which I can turn into tigers and stuff (is that in D&D?).
Also, what would stop someone from, say, creating multiple accounts? Is there a policy against this? A penalty of some kind? If there is, I wouldn't, since I am Lawful Neutral (seriously, according to the tests). But what would stop someone else from creating, say, @elfking@elfking2@elfking3?

Those are some questions I do not have the answer for.
The old Terms and Conditions did enforce a one account per person limit but it seems that has been updated and modified since last October either to conform with PWE Standard Regulations or in response to other issues.
As such there may be Neverwinter Specific Rules which would account for such actions or the means of transfer may simply discourage users from making multiple accounts. Your guess is as good as mine at this point in time.
However I assure you rules will be made clearer closer to launch, at least in past experience they always have...
Remember this is a free to play game and a company has to make their money. This is one service that doesn't give anyone a specific benefit over non-payers. I'm all for it, and will probably end up paying for additional slots without a problem. Certainly. I don't begrudge them their right to a profitable business. And yeah, this is a great way to make it F2P yet profitable and not P2W.
So go Cryptic/PWE!
(But please as more classes are added can you let us have at least one or two more free slots? Or at least make them really inexpensive?)

Sounds like standard buisness practice for a F2P game. DDO was limiting about the same char slots.
For a game that is revered for RPing that is a bad move, RPErs won't be happy with this.
Or they will just buy more slots, like I will. Like I did in LotRO and DDO. As long as those slots aren't over-priced that is. I am an RPer and I am not unhappy at the 2 initial slots. Sure, I'd rather it be more but I can hardly say I am unhappy.

I can accept buying more slots. Just not railroaded into freemium. Slots are optional although I personally disagree on 2 as a base free amount if true.

I must admit 2 is quite limited, just my opinion but yes...it's still a business. I'll definatley be buying the $200 pack though, I like the bells and whistles but mostly I like to support a game I've been looking forward to. For me it is affordable, for some $60 is their way of supporting the game, there's no difference.

And really DDO is 4 char slots since all you have to do is make a single purchase in the store and get upgraded.

I'm pretty sure Cryptic will be re-using code from STO and Champions, so feel free to go play those (they are both F2P) to get a sense of what will be available with a "free" account versus a "gold" account (paid). I would be surprised if they don't implement a flat subscription-based feature set as well, with bonus this and that for keeping up monthly payments.
After all, it's "renting" content versus purchasing content. As the old saying goes, "Why sell your grandmother into slavery, when she could be leased for greater profit?"
Guys you have to realize PWE is a business and need to make money somehow. Character slots, Bag space and other convience items are perfect for a F2P game.

Do you guys actually expect to get everything, a full blown MMO with a dozen slots, and all the races and classes for free? I mean c'mon people, I know it's all the rage to leech off others whenever possible, but FFS! it's a few bucks to support a game, (service), you plan on using.
I am not surprised with this choice many mmo allow only two slots of characters at start, but usually two for each server (or shard).
There are no shards or servers. We all play on one server. There are different instances (Neverwinter #1, #2, etc.), but there is no other separation.
As I said, try playing Cryptic's other F2P offerings if you want a feel for character creation, game play, cash shop, etc. as they are all run by PWE, and the options are going to be darn similar.
