I see that wizard doesn't have a feedback thread and it should. This class has been plagued with bugs since mod 17.
@vcttethias can provide more insight into the class, but once these bugs are fixed (power surge, arcane power field, arcane stack % damage etc.), it will be effectively nerfed. Some small changes might be needed to keep it as effective as it is now.

My apologies the Wizard did not receive an individual post. Other than the changes made in the M18 Class Balance Adjustments thread, there were no additional changes outside of the one you mentioned. However, we are not writing off the Wizard completely while we continue to monitor and adjust the classes accordingly.
Regarding Chilling Advantage, the intent was to address a bug with the original functionality. Additionally, we wanted to provide a more straightforward alternative playstyle focused on maintaining Rimefire Weaving without having to combo Smolder and Chill stacks. We were not necessarily considering this as a damaging alternative to Shatter Strike.
As always, we appreciate your feedback. We will continue to investigate and make changes throughout the beta, as time allows.
I played ingame 193days and 10hrs and 53minutes on CW, Since the shield Nerfs from Mod 17 our Class is going more down and down and down. I am totaly agreeing with the fix on Powersurge and Stormspell non criting, its Randomness and doenst Provide a real Feedback for the Class, I also agree with Fixing Thauma to a Certain extend that we would have a Bug Free Class, but now we come to the point where without a insane amount of AP gain Arcanist fell of behind most of the Class such as (DC arbiter / HR warden and Ranger / GWF / SW / TR ). Its kinda sad and depressing at the same time that,Healers Classes (also sw) does more dps in their dps path then a pure dps Class and Tank Classes does more on their dps path then pure dps class.
Arcanist:
Not everyone has battle horns of the aliance or Evenomed Story Teller book, DC sigil. Espically in Zariel u can see the Diffrence cause u need more Debuffs and u notice quite Fast without the Artifacts the Point where CW Fell off without any + ap regeneration.
I would wish that we got something in a Trade off to all those (Nerfs) more Bugfixes. Such as Feats that are actualy usefull or somthing that Provides some sort of Variety we stuck even with Stormspell noncriting and Chilling Presence now for 3 mods and cant even use something else Cause Aracane Powerfield is way to much underperforming, Arcane Presence doenst work on Arcane Spells works only for At wills. And all other class Feats are kinda not usefull. The AoE side on Arcanist is almost non existend without playing Lightining enchant or Running half single Target spells. We stuck now with arcanist for 3 mods its nice to play dont get me wrong but if you want to main DPS it where the only way.
Thauma:
I loved to play even a weaker version of beeing a Buffer for the Group, dps where almost non existend cause u had to specc alot in to Buffing the group and giving up some of the Low DPS that allready existed. I think Thaum get destroyed in mod 16 after the Nerfs happend there it where to much for the Class to a Extend that it is now unplayable again. AoE not existend Single Target underperforming by miles even OP Healer and Tanks does more Single target Dps and AoE dmg. The Feats are same underperforming and buggy then it where before i like the Changes u made on mod 19 to Thauma we are all on the same page that it need some Fixes Cause interaction with Shatterstrike where to much for the Most Parts but even then The dps wherent higher then a HR or a DC or a GWF. Its super Easy to play i would say and not really a challenge like arcanist where u have to spam a perfect Rotation to do a high amount of ENCH dps.
My Request and hope for CW:
I would love to have actualy the same as HR to 2 playable pragohns where we could have some diversity and something we could play around with Feats and Class Feats actualy usefull and not Restricted our DPS to a major extend and i would finnaly love to see some AoE dmg For CW something that would make it usefull to run it in AoE without using Single Target spells.

After the Changes from 2 Days ago where CW got there Storm Spell with a Internal Cooldown,we go even more down the Drain i dont know if you guys dont seem it Important to hold main CW players in there Class but it is getting kinda ridicoulus everyone Getting buffs to make up to 620k ENC in Zariel while cw are roughly making 410k ENC. Its getting to a point where many people are getting Triggerd about how u forget there is a CW in this game as i said before iam all about getting changes or Fixes to my lovely Class, but i cant just look and say nothing about NERFS after NERFS after NERFS after NERFS until everyone is leaving the Class and you litteraly are the Only one in a Tomm group or Zariel group that still playes it. Litteraly any Class in this game Besides maybe GF is better by miles and its not even Close how bad are CW´s are right now to a Extend where actualy something needs to Change or at least happening in return for all those Nerfs. We depend really hard on AP gain and even with AP gain we are bottom tier dps right now u can do what ever you want to Try to keep up your DPS there is nothing to Keep up its getting kinda to a MEME class right now to a point where it isnt Funny anymore, either somone hate us really or something else.
Striking advantage nerf: 11% dmg loss
Power Surge fix about randomness: 8% dmg loss
Stormspell nerf with internal cooldown also randomness : 6% dmg loss
A Step from above mastery Talent Nerf : another 7% dmg loss
We have literally nothing in Return for all those Fixes or changes.
we have literally not a single Feat or Talent that we could swap off in Return to compensate all of that.
we have literally not another Paragon Path that compensate anything of those Changes cause its nonexistend at all there is litteraly not even close enough the dmg to keep up with anyclass or anything other worse paragon path in this game.
We getting to the Point where it gets Depressing to play this class as a Main for many mods.
We where in a Weird Spot for 2 Mods cause of Bugs like Powersurge procct of Encounters and Stormspell and all other fixes u guys done and now we getting in a spot where its actualy not funny anymore to lose that much of DPS and getting litteraly nothing in Return at all for those Changes it doenst Feel Correct that HR as Pure Dps class does almost 210k more ENC then a CW or a DC arbiter 200k ENC or a GWF 180k ENC or a SW 190k ENC

* Ice Knife is the wizard's hardest hitting single target daily, but in practice, this doesn't even come close to hitting as hard as the cleric's Guardian of Faith daily because of the way you can generate bonus damage/magntitude on a cleric
* The only real viable arcanist daily for single target is then Arcane Empowerment. But because the way this daily interacts with several wizard powers, it's heavily flawed:
Let's go through some of the feats, and the viability of each:
* Spell Twisting or Alacrity. Alacrity is useless; the wizard daily is not up often enough for the small benefit it provides.
* Snap freeze or Assailing force. Snap freeze is super good only because it's bugged, you get the benefit of multiple wizards chill stacking. If you are a single wizard in a group, it is outperformed by assailing force. I have two specs, one for multiple wizards and one if I'm the only wizard.
* Chaos Magic or Iced Lightning. Chaos Magic here because of the utility given by power surge, rapid recovery, or quick action is a no brainer. Arcanist lightning powers are just about useless in terms of magntitude, they just don't hit hard enough. If storm spell hit more often, it might be something to consider, but it doesn't proc often enough, and now you've put an internal cooldown on it making it even more useless.
* Nightmare wizardry or striking advantage - this one is also a no-brainer. 10% change to get combat advantage on PvE is useless - if you are paying attention you get 100% combat advantage. There aren't enough situations where this can be considered viable. But Striking advantage got cut down by your patch too, so one of our good damage sources got eliminated.
* Elemental Reinforcement or A step above mastery. This one is also almost a no-brainer in PvE. We simply don't have enough diversity in terms of elemental powers to make this useful. Our elemental powers other than lightning are useless because of the small magnitude and long recharge times. So you're left with 4 ST encounters that are all arcane, and ray of frost, a channeled at-will. Ray of frost is a channeled spell but it works in terms of ticks of damage, with each tick happening in rapid succession - on the second tick the 5% bonus is canceled immediately, and the casting animation makes it non-viable for using it as filler in between arcane encounters to maintain the 10% bonus.
Let's go into some of the class features now, because there are again, only two viable single target options.
* Chilling presence and Storm spell
- Our AE spells as an Arcanist have too small magnitudes to make any difference for the first feature Evocation (5% damage to AE) to be viable, so this is discarded out of hand
- Arcane Presence is an interesting possibility, but it effectively only buffs our at-wills - which just don't hit hard enough to make it a compelling choice over chilling presence
- Chilling presence is a global damage buff which make it outperform arcane presence
- Orb of Imposition - completely useless as a PvE damage enchance ability
- Eye of storm - it's too easy to cap on stats so this is pretty useless. I can't see a situation where the stat gain you can get in power would be worth the damage losses from storm spell or chilling presence
- Storm spell - it crits again, but you added an internal cooldown. Despite these nerfs and adjustments, it's still worth 9-10% of arcanist damage on single target
- Storm fury - useless in PvE practically. Stuff dies too fast for this to matter, and if you're overwhelmed, by elite mobs in overworld environments you are going to die before this thing has a chance to do anything for you other than tickle attacking mobs
- Arcane power field - this is an intriguing possibility. But only if it actually worked in tandem with our class feat A Step Above Mastery. It completely ignores the added stacks. Also, because it's tied to being able to use daily powers, it also isn't going to be up enough to matter.
Wizards are heavily dependent on AP generation, as yaya has said. Our daily arcane empowerment prevents us from generating AP at all (unless you happen to proc overloads or the AP Generation power in Chaos Magic). So for 10 seconds, we can't generate AP at all. Other classes don't have the same issue, they will use their big hits and be done. We could do the same with ice knife, but Ice knife underperforms other classes' big hits. If you use it, you will still be 3 million damage behind a cleric using a same magnitude daily simply because of the way their class mechanics work.
Arcane Empowerment used to be heavily viable because Power Surge would boost not only at-wills, but encounter abilities as well. This was stealth fixed on preview to match the tool tip. Unfortunately if you're only applying this to at wills, and the duration is so short, when it procs during the daily you will get 0 damage benefit from this because you won't have the time to use it. So Power surge is useless now.
UI bugs:
Arcane empowerment boosts recharge speed. Unfortunately this plays havoc with the UI when something like rapid recovery from Chaos Magic procs. You have 2 abilities that increase recharge speed, and the UI gets confused. If you try to use an encounter during this scenario, it often won't even go off at all but force the UI into a cooldown-cycle where you have to wait until it refreshes again. This reduces arcane empowerment into a maddening button spam scenario where you are just facerolling the keyboard hoping your abilities go off. Experienced wizards will just attempt to press the button when the UI says its available and just shrug their shoulders and try again when the cooldown for it is up again.
When Arcane Empowerment ends, a second UI bug occurs. If you used any abilities during arcane empowerment, and they aren't available yet, the cooldown timer will reset to a longer time period - but this number is inaccurate. If you attempt to use the power, it will animation-cancel any ray of frost (causing a DPS loss) but the corresponding ability won't actually fire. It will just reset to the correct number. An experienced wizard knows when their daily ends to wait 2-3 seconds after the ability says it's up to use it. A good workaround for this is to use an artifact like envenomed and have Artificer's Persuasion as a mount power to reduce encounter cooldowns by 3. This effectively resets the "correct" cooldown on the UI.
- Our class is too dependent on AP Generation, and in particular, in Mod17/18 our class overperformance is basically distilled into one artifact, the envenomed storyteller's journal. If you don't have this artifact as a wizard your dps will be 20% less. I'm not even joking. This is a mandatory artifact for wizards to reach their maximum potential because of the amazing AP regeneration it gives us. We need this AP regeneration because we need to use arcane empowerment as much as possible to keep up with other classes, because the magnitude of our abilities is far too small to be competitive otherwise.
Wizard needs a serious rethink and rework. I have fundamentally no issue with fixing bugs that don't match tool-tips etc. because this makes it confusing to a new player trying to learn the class, but the class is balanced against other classes around these "bugs". If you fix damage-source you should give us something to make up for this loss, such as increased magnitudes on encounters. Lightning powers need a serious rework, same with at wills. The other at-wills are not close to being viable because the way the class works in synergy with the before-mentioned features/feats.
I'm not even getting into Thaumaturge which is completely non-viable both in AE and single target. It's heavily outperformed by other pure classes like ranger and rogue, who are able to do both amazing single target and AE DPS in a single paragon. Our "AE" paragon is terrible in terms of damage capacity because of the smolder nerfs you enacted during Mod 17.

-Make current players build another class, spend AD and buy zen.
This is not a wizard only problem. I think it happened before for almost every class. Mybe once, mybe more than once in neverwinter lifetime.
At this point, i am hundred percent sure that this is happening on purpose. Imagine a game, which cant balance its classes for 19 mods since its existence. There cant be a cheap enginering like this on earth. this is too awfull to be true.

The initial nerfs to Arcanist were so clearly wrong. The CW looked too strong from the time of ToMM because they released content that focussed completely on single target. Well, they shouldn't release content like that, but instead of targetting single target directly, they nerf the foundation of CW damage.
Since then, Arcanist AoE is a joke, and at the time time they boost other class DPS paragons that are traditionally tanks and healers.
Even worse, with that same Arcanist nerf update, they try to boost the Thaumaturge. Problem is, the foundation of Arcanist damage they nerfed also nerfed the Thaumaturge so badly that they're even worse of than before, despite the supposed boosts.
Now, you have CW as a DPS-only class, with long queue waits and never any bonus AD, behind the DPS paragons of other classes that enjoy primary options of tanking, healing, fast queue times and bonus AD.
If they were paying attention, how is all that supposed to make sense?
And getting the "Thaumaturge boost" so wrong? No way did any dev do any kind of testing of those changes. it was pretty much negligence.
What devs really don't get is how disparate the balance of class potential is. With the orginal mod 16 rework they significantly dumbed down the CW. It's pretty much a case of copying an obvious known build and mashing keys (slight thought needed if you build with Elemental Enforcement). Classes like TR have a few tricks to them, and there's awesome class DPS potential if you really get to know your class properly, meaning that you have the option to really make the most of your TR compared to the average TR player.
With CW, on the other hand, barring group buff timing of advanced players, we're all pumping out the same thing, getting normalized back to where average TR players are.
That is, they made the class boring, then they nerfed it to normalize against single target content, while accidentally nerfing it seriously for well-rounded overall play, and destroying the DPS of the alternate paragon completely.
I'm an "only ever CW" playing here for 6 years, and expected to be here when they finally shut down the servers some day.
Lately I've only been able to enjoy being a mage starting a different MMO, and I'm enjoying that immensely.
I pop back in to see if anything's been happening, and it's more of the SpellStorm changes joke.
They've finally admitted that the more recent spell storm nerf "as per the tooltip" (which was plainly incorrect) was a mistake, and they're returning the crit, but with an internal cooldown!
Are you kidding me? We crit 50% of the time, and 20% of that time we can proc SpellStorm (i.e. procs 10% of the time!!!), and you putting in an internal cooldown (of 1 second, looks like)???
Honestly, they don't know what they're doing, and after the "mod 16 consistency clean up" they've forgotten all their lessons of history putting tweaks like these cooldowns. It's already messy, and they're down the path of making it worse all over again. This is clearly official, so you think you'll see "with a 1 second internal cooldown" added to the tooltip? Nope, the tool tip thing is only ever brought out for CW to try justify that nerfs are actually corrections.
Everybody knows that CW AoE damage is suffering, and if you want to adjust single target, why go nerfing SpellStorm which is so clearly foundational damage that affects AoE more? We just gets news of the nerfs, with no explantion of thinking behind it - which would struggle to make sense anyway.
I see posts above me pointing out problems and suggesting fixes. Seriously, save your breath.
All the things I've pointed out were made well known to the devs through available channels, before they pushed it live on us. Also, they were made known after the fact with the initial ninja nerf component of Spell Storm.
It doesn't help. If they actually understand the problems, they either don't care, or don't know how to fix them.
