Why can't you afford potions? You can buy them with gold, which pretty much falls from the sky when you kill things, or you can buy them with AD from the AH.
I'm not looking for forgiveness, and I'm way past asking permission. Earth just lost her best defender, so we're here to fight. And if you want to stand in our way, we'll fight you too.
You don't magically become good at level 70. You need to work on campaigns/boons/equipment. Getting to level 70 means you really haven't quite started the game yet.

Reaching level 70 is the beginning of the game. Based on what you described, you basically don't understand how to configure your toon. There are guides in internet to teach you certain basic stuff to properly configure your character. Use google to search.

Have you completed Elemental Evil, Sharandar, & Maze Engine boons?
I have bumped into level 70s who really don't have any cash at all, hardly any equipment, and really haven't got any chance of completing any end game material as they don't understand that level 70 is the beginning. I was the same. I hadn't even really discovered "campaigns" much at all until someone asked me why I didn't have my "class artifact". I then was like, woah now boons? Equipment? Dread Ring? And it all fell into place. Neverwinter makes a bad job of explaining some things on your way up to level 70. I am sure at one point between 60 and 70 I actually had zero quests to do and had to wander aimlessly until I rediscovered the quest chain Its very easy to NOT know what to do at level 70.

the game does a really good job of sending people to knox again and again from lv 1-60, but somehow people suddenly forget about knox once they hit lv 70. There tend to be a lot of hints that you should go talk to him, all the people around town that say i have this small quest, (go talk to knox) but people ignore that far too often

When I first played the game, I really did not have issue of 'direction'. The yellow dot path always got me to the right place (ok, there was occasionally map screwed up). Mind you that it was long time ago, I really don't know what the current situation is. I did run a few toon from scratch (also not recently). I also did not notice the 'direction' issue. I did not memorize what I needed to do to have a smooth ride from 1 to 70 because (1) I could not, (2) I like to make sure I did the side quest (different from classes and races), (3) the game change time to time. I suspect if people rush it and don't pay attention, they got lose. Or, the user experience is not the same now.

I swear every single new campaign it's the same thing in chat, "How do I start the new stuff?" TALK TO KNOX. (Failing that, Neverember.)
I don't think this is the game's fault, any more than the developers should feel responsible for players who cannot find their guild's Mimic or vendors and can't be bothered to JUST GO LOOK FOR THEM. How bloody much hand-holding do you need?

I have a friend who actually complained about the yellow dot path. His argument was he got a quest. He is supposed to solve the quest himself instead of the game solving the quest for him. He was new and got used to the "old" RPG game style. He was expecting to explore the "whole area" to solve the quest.

Please, please, please... don't give them any ideas
Now that is just silly. If you open the campaign window you see which campaigns are leveled to 60 to 70. maze, underdark, sharandar and EE are all under level 70. And even a level 70 with basic level 70 drops can do good in sharandar. And that zone has plenty of gold drops and AD rewards. the first 70 levels is just to prepare you to figure out how to play the game at level 70, kinda an extended intro....
All I can say on the OP is that it seems the person is trying an area they are not yet ready for. I do not think its all that hard in fact for me at least I found it easy to find where I needed to be. If I went to an area and got dead to fast I knew I did not have what was needed to handle that area. I think new people seem to forget there are just some areas in the game that until you are ready for you just cant do. For the OP I suggest looking at builds for the class you are using and look at your campaign's and see what all has been completed. Chances are you did not complete campaigns that will help you. Like underdark, dread ring, Shara, elemental evil and mage engine.

@nitocris83 I'm a new player, only playing a couple weeks now, my first character is only L64. I'm trying to go through "Story mode" taking each story in order of the Sword Coast Chronicles. As @callumf#9018 mentioned, there have been a few places where there's no proper hand-off. So far I noticed it most in Icespire Peak. I think three times I turned in a mission and was given nothing else. I checked my SCC Journal and it still showed Icespire as incomplete.
I got around this by looking up the unfinished bulleted-quests from my Journal on the wiki and used the links there for "Preceded By" to find the previous missions until I got to whatever I'd just finished, then I'd go manually find the mission giver for the next mission, and sure enough, they'd have it. The funny thing is, sometimes the next mission giver was standing right there next to my last turn-in, they just didn't have an interact icon above their head at all (neither Exclamation, Question Mark, Diamond, ... just nada), and didn't show on the map, so I didn't know to go to them. Thankfully the wiki usually had a picture/description of where to find the mission giver.
Have your people replay Ice Spires and see if they have the same trouble.

The problem is when you out-level a zone the quest givers no longer light up.

There are some quests in icespire and others that when you complete one NPC then another NPC is waiting for you to talk to them. They don't have a "?" or "!" over them, so you just need to talk to everyone nearby. For this its best to follow the Neverwinter.gamepedia.com quest outline for that zone.
check other NPCs as that persons quest is complete but others need to be activated. They do not have a "?" or "!" above them. Check the NW wiki to follow the quest line if you need to.
Well, yes, as I mentioned, I have been using the wiki, thank you.
The problem with checking NPCs looking for quests is that some of the NPC quest givers have nothing above their heads at all to even show they can be interacted with. Not even diamonds. They look like "decoration people" that can't be interacted with, not NPC. So basically you have to check everybody... and I find that sometimes if you don't line up with them properly their little Interact Menu doesn't pop-up at all until the 2nd or 3rd attempt. So you might missed that they actually are an NPC, entirely.
That latter bit is probably user error, I admit, but bottom line is, these quest givers should have some form visual cue that can be seen at a distance and allow them to be picked out of a crowd of pixels. Not to mention the hand-off missions being active would be preferred while in country.
In between campaigns, I know to go back to Protector's Enclave (Knox, Neverember, etc) because the game has taught us that they are our primaries. In country I don't know "Dwarf Thunder Hammer" from "Dwarf Hammer Thunder". Especially when they don't have any of the game-trained interact iconography associated with them (and they blend in as I mentioned, like decoration people)
I understand @plasticbat story about his friend that didn't like the directional sparklies guiding him where to go. I admit that those get a little too specific sometimes. But they CAN be turned off for those that want to do so (and I have done so when I'm in a "dungeon" a few times).
My preference is that when it comes to the main story questline, I *DO* want to be hand held. It's just a personal preference. That being said... once I'm on a mission, I do like to explore the area around me. If the sparkly path goes down the left hallway and there's a right hallway, I'll go right to see what's there... Find all the little chests, lore, and kits, etc. That's fun. But it's good to have the breadcrumbs to get be back on track. Just saying.
The way game leveling and play optimization works is typically done by looking at different level intervals before specific zones (though they are closely tied). Earlier this year we addressed the low level range (immediately post tutorial/bridge) and now we are looking at higher levels. Post level 70 optimization is pretty much an ongoing topic of development, it's just a little more complex since it's not "fixed" like non-max level.
Perhaps if Cryptic added recommended IL to campaign of level 70 and more. Some like RD, chult, and SKT require a bit more toon strength then others like dread, IWD, and WOD. Having a recommended IL would then guide the newbees to choosing the next campaign that they should be able to manage. Otherwise you'll get ppl going from EE straight to SKT and then complaining that its too hard and such...

If you include DR and Sharandar pre-level 70 - you can reach level 70 way before you finish EE (I know - I've done it with several alts).
So it's possible someone could jump straight from an unfinished DR, Sharandar, Underdark and EE with few if any earned boons - and jump straight to SKT or some of the lesser epic dungeons if they didn't know better.

join a guild
and wander around your stronghold doing the introductory guild quests
then follow up with the guild dailies
lots of things unfold
