I Believe the concept of piercing dmg needs to evaluated concerning pvp. The ability to also carry crits to unresistable dmg is also a huge problem.

That's a problem. HR was pretty much useless before this mod. It is far from the most needed class in PVP and it only takes a slight tinkering in their DPS to make them useless again

We can discuss all you want about how improve Combat HR tree (increase off hand damage by 500% on the capstone, in example) but what most players here agree is a simple thing: Piercing Damage must NOT be empowered by any means at all.

Look here. There is no OP GWF SW. Atm 3 classes who need huge rework. Other 5 just need little point fixes. ( mHR healing, op surv of DC, CB of TR, CC of tHR, low damage of tHR, Repel of CW, HR shift, GF speed with SG+ItF, ElvB ench, maybe something else IMHO)
Because 4 x 12k crit hit damage within seconds is not a fun thing for most players. Whoever finding it funny... well, that should tell to anyone else what kind of player really is that person.

as for PVP match; HR needs a nerf (too much damage). then GF/DC (too much damage (GF)/defence(DC))

HR's are in the same boat with the TR's & GWF's... they are specialists. Other players love to complain about the ONE thing theses classes are good at, while completely ignoring the fact that if you remove that one thing, there is almost nothing left. This is how Cryptic has approached class balance for years; and that is on reason why we are in the situation we have today. It is premature to make any decisions about future class balance while we are still in the middle of a big class balance rework. So far, SW's GF's & Pallys have gotten their re-work. I think we should let the dev's actually finish the job before we start spitting in their lemonade.

Devoted Cleric: is in every premade more than welcome because of buffs/debuffs and insane healing. The best out there make themself and their team pretty much immortal.
Trickster Rogue: One of the most powerful premade class if built for it. Perma courage breaker is the most easiest way to outrotate your enemy to win nodes and/or defend them. Additional piercing damage burst from shocking execution makes them pretty threatening when buffed by DC/GF.
Hunter Ranger: Tanky, almost all damage is piercing as combat spec. Nuff said.
Guardian Fighter: good party buffs (ITF, Crushing pin), huge burst damage if built right. Very good defensive mechanic (shield).
Control Wizard: incredible amount of cc, repel cannot be mitigated by cc resist with almost no cooldown at all.
None of the above mentioned classes need a "fix" to be competitive.
Though I cannot decide between OP, SW or GWF because if you fight a premade consist of the upper five classes, all of the three are a horrible choice.

GF, TR and GWFs have higher burst damage and are more capable of killing fully geared players.
I'd just like to point out any class is viable in a premade comp at the highest level, its all about the player, and the team. Often situations on nodes are 2v2s and thats where the guy you bring with you really matters. A gwf and a gf together are brutal, but not as instantly impactful as a Tr and gf.
I'm just saying its hard to pick 1 class as needing help since dom is all about the team and how you are able to rotate and kill together.

I see it really bad but, as far as i played PvP, I have never crossed a single GF who can deal 60k damage from either Crushing or cleave unless a Dread RoE CW were near...
Don't protect your argument by adding conditionals. Are you really stating that HRs are more adept at killing players than GFs? You're probably the only one saying that.

So unless we have piercing damage we are useless? Have you heard of Armor Penetration? You know, only the most important stat to build if you want to deal damage in pvp. It sure is nice to be able to skip it right. Build for high crit and power, forget arm pen and still ignore people's defenses. HR got spoiled once before, now you are being spoiled again. Instead of arguing on behalf of broken mechanics look at your class and suggest actual balance. It wont be heard at first of course (this is Cryptic after all) but is a step in the right direction.

1 - GWFs have great mobility and survivability, 2 - with piercing damage being an achilles heel.
1- "great movility" ? SW-class are faster than GWF class, in example. If you think that having an encounter which refills the whole stamina bar at once is equal to "great movility"... well... and here i will ignore "drains", of course. "great survivality"? after the nerf on Unstop's Temp HP (let's not talk about OPs' Temp HP from "Templar's wrath", in example, please) or the extra DR granted by Unstop being bypassed by ArP? Well, for me, those are not great "survival tools" at all... or do you wanted to mean "great survivality thanks to insignias and other over performing stuff which anyone else can access" ? .
2 - Piercing damage is everyone's achilles heel, not just GWFs'.
Templar's Wrath yields little temp hp in pvp because the damage it does even when fired by high power pal is laughable. If a Pal goes into pvp without tanking/healing encounters he dies. Period. I play a nearly 4k pvp op and ive had the most "success", if you call surviving a match a success, with defensive encounters. Pals are no threat in pvp and if they try to use damaging encounters they will die. If we are to be super tanky then I'm fine with doing little damage. If our tankiness continues to get nerfed then we should also get some form of damage buff to even things out.

DPS CW in PvP needs some love. Either fix so that chill stacks dont fall of because of elven battle, or do something with the Thaum tree and fix the armpen feat in renegade.
DPS must be addressed, chill mechanic must be reviewed as well, cc must not be negated by deflection ( for any class ), actually the only effective cc for the cw is repel.
