Question about rule 3.07

If i got it right this rule tells us that if we disagree or have any concern about a rule violation we need to use the little triangle in the bottom left corner instead of replying to a mod, my question is : who are we reporting to? Aren't the community moderators that read those reports? in other words who is the "us" i have highlighted

1. Section V of RoC stipulates that you address rule inquiries via the PM or support ticket system.

2. Reported posts go into a queue visible to all mods AND the Community Manager.

. . . To clarify further, what Rule 3.07 means is that if you see a Rule Violation, instead of replying to it, you should report it to us via the Post Report icon. If one chooses to not report a Violation, that still does not mean it is okay to reply to said Violation.
