Given only 4 new belts every class is not going to get the exact pair of stats that they desire.
Making all of the stats on artifact equipment dynamic is a decent idea, within limits, but it will take much more time to implement than we have before launch.
The base attributes given by the new belts have been lowered to +2/+2 at Legendary quality.
The Seldarine set bonus has been adjusted to require taking 10% damage in one blow before it triggers its heal. It actually was doing that already just the tooltip was incorrect. It may be adjusted further once we get a little more testing time. These set bonuses are supposed to be a cool bonus not something earth shattering.
That's an improvement but we're not quite there yet. New belts should not be better. The set bonus are an improvement (except the seldarine which seems kind of meh if it's 10%) over existing gear. You're adding more vertical progression 2 months after introducing a new kind of item, making the module 4 items a lot less interesting. Is that the message you want to send to your players? If you release a new powerful piece of artifact gear, expect it to be obsolete in the next module? This is wrong. Don't do it. Upgrading artifacts takes some time and all you're going to do is discouraging us to use artifact gear.
The base ability scores given by the new artifact belts could use some changes to better cover the classes.
Would something like this address y'alls concerns?
Lathander - CON, DEX unchanged
Seldarine - CHA, DEX (WIS switched out for DEX)
Black Ice - INT, CHA (WIS switched out for CHA)
Imperial - STR, WIS (DEX switched out for WIS)

And speaking about HR: the AP gain bonus is not useful for us, we gain AP fast enough and its the only class with dailies which cost less than 100% AP. AC is also not very useful for offensive classes.
I'm seeing a lot of player crying about the huge amount we need to upgrade artefact or artefact set.
Actually upgrading an artifact or an artefact set give 50% of the total point that was putted on the destroyed artifact.
With the actual cost we need to upgrade any artifact and also with the amount of artifact that appear on each new mod. it coming to a crazy point for starter to trying catch anyone.
On the opposite cryptic need to do money and it also fair on it.
HERE MY PROPOSAL: AS same as some object give you more point when you put them on a special item, if you USE the same kind of artefact to upgrade a new one: refinement point SHould be *2. Same should goes on simple artefact.
So at least when you want to trade an old artifact for a new one you won't lose your refinement lvl and if you are not lucky to get the one you want on the first shoot you don't have to wait getting the good one for refine it
So artifact belt point = *2 on artifact belt
artifact weapon = *2 on artifact weapon
artifact = * 2 on artifact
with new v5 it give 7 piece to refine min: it over 25 millions point to refine: it's year's of farming for a causal or a regular player when ever you use every little possiblitiy to upgrade them. in dollars cost it over 500 $ cost on actual price just for the refine.
Upgrading an objet already have AD/zen cost for upgrading color.
please reduce the amount of RP required to make offhand legendary by half,with so much artifact gear u guys added it ill be pain to max out everything.

Actually I'd like to suggest stat distribution that would cater to all classes:
cha,int - cw and sw
str,dex - gwf, hr and tr
wis,cha - dc
con,str - gf and a more defensive option for gwf
Pair the first two with offensive cloaks and the rest with defensive cloak and you do get to please everyone.
We can obtain the lathander, Seledrine, Imperial artifacts from playing the game, but the Sphere of Black Ice is from a lockbox... is that the way it is supposed to be?

While that's a nice bonus.. I think most people are using it for it's buffing capability...
So providing something else that is of buffing nature would be much more appreciated.

first of all why pvp is benefic to this game?
because it brings out competition, the desire to be the best.
PVE indeed it's competitive, but not as intense as a PVP match, havin r7 in pve is enough.
so what to do in PVP to dominate other than pay 2 win, it's to play PVE and play 2 win so that you can gear yourself to do better in pvp .
i dont find this game being only on the verge to pay2w, but it's dam hard for new commers, by sayin this i mean they will have around 6-10 months of doing dailies and gearing themselfs.
maybe thats how it should be.
things that we must consider and care should be only the balance and the role of each class.. not fightin eachother for a piece of "meat" , if you want to do the new 3/3 set suit yourself that bonus isn't that great, but if you want to be different farm it/pay for it.
oh and dont think "4 items legendary i will never make them rank 60" cause you cannot 100% tell what will happen in the future, maybe they will add again 2x RP, or a better way to make them faster.

I suggested a way to distribute the stats so all classes will have 1 primary and 1 secondary stats. Those stats help the class perform its role as intended by game mechanics (leaving all other considerations aside) and provide an incremental update to the stat belts, not making them obsolete.

Why are you even discussing high end PVE? There is no such thing as high end PVE. In PVE, stats don't even matter cause 14k GS folks can complete anything with ease.

As a guardian i am upset .
Other classes have brutal Artifact class feature bonuses .
From all class feature bonuses only 1 is usefull. (shild talent)
I tested them all they are total unusefull this is total unbalanced vs other classes class feature bonus .
Gf will be already the slowest class with the lowest survie ability and the lowest Dmg .
I cant make any suggestion cuz they are total usless .
Oh yeah , I really like the CW Artifact offhand , very nice indeed , here are the class feature bonuses and extra stats you can unlock for the CW offhand.The Storm spell class feature is seriously nice , that 5% kicks in a lot more often than you would think xD
talking about trickster and ranger i dont feel the need to spend money/ADs on cube:
1) class feature are worth nothing
2) bonus stat required too many rolls for a suboptimal stat. (but with other "classic" stats would be overpowered)
3) the 2/2 bonus gives armor pen and crit....reconsider please. The reworked TR have 100% crit from stealth and feats for increased armor pen. something like deflect recovery would be better
EVENT IDEA TO MAKE ALL HAPPY: There should be an event 1 week later the start of the module that allows people to refine new artifact equip with old artifact equip with 1:1 ratio.

The stats in each item are fine, the set bonuses are fine, the artifacts required are ok too, everything is ok IMO but there's only one thing that is troublesome: Ability Scores, as you already mentioned it is going to be impossible to please each character with the exact pair of stats and it would be really, really awesome if the ability scores are determinated by the class once you equip the item, i.e for my GWF the stat remain hidden in the item while it's in my inventory then once I equip it I will have +2 Primary stat (STR) + 1 each secondary stat (DEX and CON), in this very simple way I'm going to be able to use every set according to the stats that I need and not because I have to, considering the ability scores.
In the way these items are designed now: Imperial Waistband of Honor: +2 STR +2WIS, good stats for the DC but what would a DC do with the set bonus? Chance to deal an additional 25% of your weapon damage as fire damage with your powers, perhaps this is not what he wants to use, he prefers to use Lathander because when he is in near death status, he's going to be able to heal the group when someone res him, it's rewarding and that's something very cool but then the belt comes with dex+con, these stats aren't primary nor secondary. There's a similar situation for every class like i.e Seldarine is good for a tanking class but +2 dex + 2 cha doesn't look remotely interesting and the good thing is that the previous belts won't be obsolete because there are very specific builds where +4 AS will be necessary.
You've mentioned that it might take much more time to implement than what you have before launch, well there's no hurry, do not release the belts yet, meanwhile we can still get by drop the cloaks and we will be working in the offhands too.
Artifact Stat Increase is too much of a gamble. After rolling a 379 on a stat, I spent the next minutes buying 38 cubes until I got a 387.
The Stat Increase needs to continually increase, something like:
- initial roll: 320
- roll 2: 300. Consolation prize: +3 stat increase, you now have 323.
- roll 3: 368. New stat becomes 368.
- roll 4: 345. Consolation prize +3, new stat is 371.
This way it would make it worth my AD, or I will spend 200K at most on this, get what I get and stop bothering.
Developers, please keep in mind this is an MMO, not gambling. Thanks.

I'm not complaining, I'm actually trying to help the community, giving advices to the dev so in this way other players will have more choices instead of using determinated piece of gear which is going to be only useful for a specific class when everyone should have the right to enjoy all these bonuses.

Im not sure if it is bugged in character screen only but it shows only 4 instead of 5% crit chance with 5 stacks.

5-6 cubes to get it to max 400. that would be resonable.
i wish you would add the belts/necks in wonderous bazar, for letting people test that out too. with the next patch i hope.
