Uhhhrr... how is deciding who to promote to officer status much different than deciding who to give a password to?

But what is to stop someone with the password from giving that password to someone else, anyway?
If all that seperates my guild vault's greatest treasures from people that just want to clean out my guild bank is a password that I give to even one other person, then I am risking that password making it's way to every other person and my guild vault emptying in no time.
If I can set permissions, then only those people that I have given permission to can access what I have decided they should access.
Maybe they take out items and give to their buddies to whom permission wasn't granted, but I gave that person pemrission. I will also be able to see (I am assuming) who deposited and withdrew what items, and if I think that some mischief is afoot I could lock down the vault while I sorted things out.

If they hacked the game and took stuff from your account (robbed your piggy bank) then there are things that can be done.
If they hacked the game and took stuff from the guild vault without authorization (took your car for a joy ride) then there are things that can be done.
But they didn't.
They were given fridge access, they confined themselves to items in the fridge, but they took more than you wanted them to or maybe decided to help themselves to the cake that they should have known was being saved for a special occasion.
But you gave them permission to do exactly what they did.
Make all the arguments that you want to about how a friend should know better than to eat your kid's birthday cake, but they didn't violate any laws.
If you let that guy have access to the sword of doom, and they helped themselves to the sword of doom, they didn't violate any game rules.
Complain if you will about your friend eating all of the leftover chicken and drinking all of the beer, but you told them they could.
If you gave the guy permission to wihdraw a dozen items and they took a dozen items, then they didn't break any game rules.

You would hope so but it is not always the case. For myself I was part of a guild with about 50 members I was an officer and between module 2 and 3 almost everyone left. The guild bank basically became my private bank and I have spent a lot of real world money in game and had amassed a fortune in items in the bank. One of the officers (who is also a personal friend of mine outside of the game) had his account hacked and that hacker cleaned out the guild bank. I had taken photos of all the bank logs showing all the items removed by whom and when and put in a support ticket...
Support came back and said can't help you it's not your account (despite it been all my items but I digress) so I contacted my friend and he put in a ticket basically stating the same thing - his account had been hacked (he had since changed his account password and got control of it but the damage was done). You would hope or think this would certainly have been enough for them to action a roll back but it's been 4 months and absolutely nothing has been done.
I'm out 30 or 40 million AD In items and basically have no recourse in game to have it "fixed" so don't be so sure "there are things that can be done - maybe they can but that doesn't mean they will)
On the bright side I have since been upgraded to guild leader and have locked down the permissions as well as spent about $300 on private bank slots to avoid this happening again but learn from my mistakes don't think that "justice" will prevail if you've been wronged in game.
I do agree 100% with everyone that is stating if you give someone permissions and they use those permissions they have done nothing wrong however that is not what happened to me

With hacking cases, they can initiate a rollback of your account, which includes your personal bank.
Unfortunately, since guild banks are effectively public spaces even if in practice only one person has access to them, they aren't included as an account feature that can be rolled back. They're not actually part of any single account, even in the case of personal storage guilds.
Anyway, it's always made sense to me why a guild bank can't be rolled back.
