So.. I was wondering, will the moon elf be pretty much 'pay-to-play' sorta race now? I mean, they did say they were going to keep the new races private for 3 months then release them, right? So... its been like, 3 months in November on the 22nd... Where is the free moon elf version?

The free version of the moon elf is the sun elf. Both are high elf types.
You're confusing this with drow. No such statement was ever made about other races.

That announcement was specific to the Drow race. There already is an Elf race - hence renamed to "Wood Elf" when Cryptic introduced the 'High Elf" races: Sun Elf and Moon Elf. These are still elves, just variants of them. Just as there is a "generic" Drow and the "Menzoberranzen Drow" (I know: I probably bastardized spelling of that) - the Menzo Drow is only available (exclusive) to the Neverwinter pack (formerly the Hero of the North pack) and will never be available as a "freebie" character.
The same is true with the Moon Elf - it is a special exclusive character only available in the Knight of the Feywild pack. Though you can create as many Wood Elf or Sun Elf characters as you want without purchasing a pack that includes the exclusive Drow or Moon Elf character versions.

You can play the Sun elf at no extra cost. The differences are mostly aesthetic. The difference in Racials is:
Moon Elf +1% AP Recovery, +1% Stamina Regen
Sun Elf +2% AP Recovery
Likewise the differences in Drow/Renegade are minor, but don't remember them off hand.
v.v That... really, really sucks. Because.. Its not the same, not for heavy D&D nerd who has always played as a Moon Elf/Half Moon Elf Wizard...

It always struck me as odd that Moon elves, the most populous and outgoing elf sub race would be the premium, where as the elitist xenophobicly isolationist Sun Elves are the free version.
Sense when are Moon Elves high elves? Their suppose to be the most common type of Elf unless 4E changed that. I think they should of a been a launch race. Also Neverwinter is missing rock gnomes as a playable race.

Renegades get Faire Fire - a 6% Power/defense debuff (4 sec)
Normal drow get Darkfire - a 10% defense debuff (also 4sec)
Both are non-stacking.

The difference being name only, why do you need the race to say moon elf, otherwise, go buy it and use it.
Wouldn't a two half moon elves make you still a full elf? And if its half moon elf, half something else. Good news Half-elves are still free too.
I think he meant a moon elf or a half moon elf rather than a half moon elf, half another moon elf.
That said you should be able to make the half moon elf with the half elf race, just make him kinda pale and with dark hair
