request for clarification regarding Dev Blog: Artifacts

The following two quotes are taken from the Dev Blog: Artifacts (http://nw.perfectworld.com/news/?p=1037521)

These powers have a considerably longer recharge than typical player powers, as they add new utility and powers that many classes don’t have access to.


As stated, all players will get access to their first Artifact from a quest –


These two statements seem to be in conflict with each other...do many classes not have access to them, or do all players get access to them?

Are they for Rangers only?

Are they only characters created after Module two is released?

    You are miss reading, the quote is. "Add new utility and POWERS that many classes don't have access to"

    Everyone can get the artifacts, that will give you new powers that that no one has had access to before.

    It gives the reason for the long recharge time as being that many classes don't have access to them.

    Meaning at the point in time when you have your artifact and use the power, its recharge time is long because at that point in time many classes will not have access to them.

    Later in the Blog, it says that all players will have access to them.

    I guess a possible explanation is that all PLAYERS will have access to them, if they have a character of the CLASS that can use them.

    I'd just like a little clarification from the Devs.

    . . . . . Aye, as Sockmunkey stated, the relative term here is "Powers," in relation to what "many classes don't have access to." You can experience the Artifacts now on the Preview Server, all players will indeed be able to get them relatively easily.

    Read it like this, "Artifacts will give all classes access to new powers."

    As of right now, Artifacts are non-class specific. Everyone can get everything, and use the different powers to more customize their character. Some artifacts have powers that heal, some do damage and some offer different utility, so there's a wide range to chose from.

    They opted to give Artifact powers longer cool downs so they could make the effects more noticeable and fight-impacting, versus shorter cool down powers that are less meaningful.

    In addition to another power, Artifacts also boost specific stats. Your primary Artifact will allow you to access that power and get the stat bonus, while your two secondary Artifacts only provide the stat boos.

    . . . . . You can take any sentence out of context and percieve a whole new meaning. The fact of the matter is thus; It is the constant, "Powers," that is the integer here in the defined sentence.

    What sockmunkey said is the way it is , if you want to see how they work jump onto the preview shard and try the artifacts out.

    are you sure about that? i'm fairly certain that i have a control wizard specific artifact on the preview shard.

    They took the class specific ones out as they were not going to be ready for module 2 release.

    You can get an artifact that heals you.
    Healing is not really a class power for anyone other than the DC.
    So the heal on the artifact is on a long cooldown. It's powerful, but also not a substitute for an actual cleric.
