So if they follow the book then the Ranger will out class the Rogues as the game stands?
Throughout all editions of Dungeons and Dragons, the Ranger has been the superior combatant, it's not just 4e.
Earlier editions of D&D and AD&D, the rogue fulfilled more of a utility and out of combat role. The Ranger has always had better martial skills, more weapon choices and an increased rate of attack. The Ranger was originally a sub-class of the Warrior archtype, so their attack bonus (or THAC0 in AD&D) increased at the same rate as a Fighter or Barbarian.
The Rogue on the other hand, was originally the Thief class, had low hit points, could only use relatively simple weapons and had to put quite a lot of training in to become proficient at dual wielding. A Rogue or Thief was limited in weapon choices/weapon proficiencies and their chance to hit did not improve as fast as that of the Ranger or Warrior classes, this was substituted by giving them the Back stab and later, the Sneak Attack manoeuvre, making the Rogue class the heavy hitting burst class.
Warriors of all types, Fighters, Barbarians, Rangers and Paladins have always been the better combatants in Dungeons and Dragons. Rogues have increasingly been boosted by increased burst abilities, stealth and avoidance.
If you think about how MMO classes have progressed over the years, many of the Rogue archtypes began as stealthy burst classes with utility options, but over time this has increasingly turned into a sustained DPS or Striker role, removing much of the utility and control.

First of all, there's still no guarantee that the ranger will be an archer. The ranger wielding two swords is an equally viable D&D archetype (think Drizzt Do'Urden rather than Legolas).
There is a guarantee. It will be an archer. They already stated it will be RANGED. They also leaked pictures of it with a quiver. That spells archer to me.

Correct Drizzt is a fighter, would likely be shunned in this game, along with Bruenor, Wulfgar, Thibbledorf....;)
