Aye, but is there any reason to add healer/tank gears? Like really, a single reason? In the current state, tanks are already nearly invisible and solo healers are perfectly fine for all 10 man content. Only good thing they could do is add more support stuff like buffs and such which were not added except for a single artifact which is ok but useful by any class.
Yep, newer players to endgame and causal players in general will be the ones hurt by the nerfs because they are the ones who benefit the most from the current gears that are being nerfed. End gamers won't have negative effects except dungeons being a few seconds slower.
Not sure why we would mention Bard DPS being nerfed here? It's really fun to play with them and someone already mentioning for them to be nerfed already is a stinker.

I mean just the fact that players are asking for tank and healer gear isn't enough? I don't see why they shouldn't have gear focused on better tanking and healing.
Nerfing something players don't have isn't nerfing the players that don't have it.
I mean buffing Bard DPS, not nerfing. You said class balance and Bards are the lowest of the DPS classes, if I were to nerf anyone it would be Warlocks and Rogues, but they also benefit the most from BoA, hence why I say to wait until BoA is adjusted before talking about class balance.

Wait, you know that Bards have the biggest damage potential in the game? You recommend making them even stronger? Interesting. Would be cool with the stuff we could do with even stronger Bards but I can already see the screaming if that happens.
And ofc, players with the BoA and Ribcage get very little benefit except saving a few seconds from their run. Players without the BoA and Ribcage benefit from the players who do have them by being "helped" through content by players who do have the gears. Thus, they are the ones being most hurt by the nerfs.

So pick one, does BoA and Ribcage only shave a few seconds off a run or is it important enough to carry others through runs? You can't have it both ways. Either way, this is a huge difference between saying newer players are being nerfed and that newer players are being carried. FYI I don't either of those items, I'm not nerfed because of ribcage being nerfed, because I don't have it, if anything I am now closer to my max damage potential.
Now, I don't want to write a lengthy post about the rugged mail again, I just wanted to make a concept that is close to the current, but also works way better:
Awareness is not fluctuating, because most builds would like to just set it to a number. Which is a criticism I actually missed with it.
Stamina gain proccing after a big hit is good actually, if you managed your stamina well. Time and CD is shifted to average ~2.5% with the 5% Awareness, even though I value stamina way less.
I also think that we can even go above 15% of HP hit, so it does not get wasted on less important hits, but I wanted it to stay similar.
Considering how much 15% Gear is afforded to DPS- now they have a total of 3, with 2 coming out this module, it is astonishing how the best piece of equipment a tank gets on the Chest is 7.5% Awareness with 5% Stamina (which is a dumpster stat BTW compared to the core stats that DPS are getting). Further, even this piece will not proc too frequently as Tanks do not control the enemy hits, but DPS can control how hard and how often they hit. Not only is our bonus much worse, we cannot even control it ourselves, having to depend on the enemy to proc it for us. Either make this 1.5% Awareness and 1.5% Crit Avoid (since very little to no gear gives Crit Avoid these days) per party member, or 1.5% of these stats for every 2 seconds in combat, up to 5 stacks, or you can get this bonus if you are running for 5 seconds (7.5% of both stats with no stacks), and it will last for 5 seconds.
Also, I just noticed the bonus has a 15 second cooldown but only 10 second uptime, meaning we don't even get 7.5% Awareness in the best case scenario, which makes this armor even more pitiful. Why are you being so miser with Tanks but freely handing out 7.5% Crit Severity + 7.5% Crit Strike or 7.5% Accuracy + 7.5% CA for DPS? Do you hate us or something?
