Events haven't needed maintenance to be enabled and disabled for quite a while now, a couple years or more now as I recall. I believe the part about "on or after maintenance" pertains to console for the new assets were probably patched into PC last patch (6/8) but not into console until tomorrow (6/20). I'm not sure though, so we'll just have to wait and see if there is PC maintenance, as it is too late to ask.
