Heroic Shards from epic SH HEs

Does anyone have information on how these can be consistently received? It is my understanding that they are limited to drop once per day only from the first epic HE that you do, however, these last 2 days in a row, and on other days before this, I have not gotten the heroic shards from doing my first epic HE of the day.

    It wouldn't surprise me if they're still on that weird individual cooldown instead of global, but I've not been in a position to do the epic encounters very much so I don't really know.

    I soloed a Crisis the other day to see if it was possible and got the surprise reminder that you get shards from these, it's been so long....
