It is nice, but i cannot find any mention in patch notes for this change.

I am reasonably certain it was always ilv 135. The drow gear starts at ilv 135 and can be upgraded to 140

Found it. Dusk is referenced as 135, and Drow is... 140 which i understand IL is after BI upgrade. I got my first dusk pieces early after mod 8, it was 132. Seems it fixed now.

It never changed.

Drowcraft and dusk were always ilvl 135 and elemental drowcraft has always been ilvl 140.

The blogs you just linked to even say that dusk is ilvl 135 and they were released before the patch hit.
