I do like both of them.

Xuna, you really do kind of need to see her flashback cinematic to fully appreciate though. She's also decidedly absent from the game until you hit the Dread Ring. Celeste suffers from the same, being introduced right off the bat and then nothing about her for ages.

Zoey, I like that she and her sister are in the guard together. I like that she does pop in and out of your life as a touchstone in your adventurer's career. I like her understated competence. She has also been the star of a really horrible foundry quest, which apparently traumatized her so thoroughly that she was left speechless other than chanting her own name.

Xuna was very under utilized, despite being in the opening cinematic and much of the pre-release trailers. She seemed to have an interesting backstory that was never expanded upon. Seems the plucky underdog with a bit of a chip on her shoulder, I kinda like that...
