If I remember correctly it was told that the new campaign would be account-wide but it seems its not! I have to start process Faerzress twice. Is it a bug or works as intended?

A couple of the unlocks only need to be done on a single character for all to have access, but they're each going to have to earn their own boons. Oh noes....
Although I haven't finished the story line my guess is that the story line for alts might be optional. That the campaign itself will be unlocked account wide once one character finishes the story line. That actually makes sense.

The RA Salvatore Quest line only needs to be done on one character, completing that story arc will unlock the Campaign for the entire account. You can then choose to do the RA Salvatore Quests again or even on other toons, but do not need to. This is what is account wide, the unlocking of the Underdark Campaign. Even when unlocked however, a character still needs to be level 70 to start progressing in the Underdark Campaign. Progression through the Campaign remains character specific.
If I unlock the campaign, can I start it on an alt and at some point in the future go back and do the quest line? Or do you have to choose whether to do it or not, up front?
I'm enjoying the quests so far. They're exactly the type of thing that we have been asking for. And the RP rewards are much appreciated. I also like that they are designed so that there isn't excessive traveling.

Yes, you get a choice to redo the quest from the quest giver on any char. Not sure if you can get the quest rewards a second time.
