In Protector's Enclave, face Sergeant Knox and turn around then go through the tunnel to the other side. The Rewards Claim Agent is standing against the wall there behind a counter and under a market awning. At level 5, you get a quest from Sergeant Knox, "Friends in High Places," to go speak with the Rewards Claim Agent.

Only if you've previously unlocked a class artifact, which is highly unlikely as a new player.
