I believe so, at this point I just spam Z on those things, so I can't be certain if there was actually anything in it. But the reward circle did appear. I don't think that was it on my case. My tank never died during the entirety of the alert and still didn't get the Vigilance part checked green.

This happened to me before, in fact, just a couple days ago. I restarted the game and it went back to normal. There's also an option (I believe it's Antialiasing?) that if it's at 4x or lower, it loses the ghost effect and looks like glass, so check that as well.

The graphics might have the "Half Resolution" option turned on for better performance. The helmet is called Emissive Helmet. It's part of the Cosmic Key of Power 9th Anniversary Pack. The helmet can be sold, so you might be able to find a few in the AH.

Correct me if I'm wrong, but the Foxbat vendor will stay for a while after today's patch (assuming it works like the other events). Swag bags won't drop anymore, but if all you need is to open them, then you should be fine.
