Fan with a Plan - mission bug (cannot start)

I have received the visitor's pass from Sapphire, but I cannot start the mission from the item.

Accepting the mission results in the following error:

Unable to add mission "Fan with a Plan".
You may only have one of a unique item.
Inventory full.

My inventory has several spaces available, so that's certainly not the issue.

    Drop the visitors pass you took from the email and go speak to Sapphire's assistant outside the TV Station in VB. She will give you the mission.​​

    How do you get this mission? I had it on one of my characters but not many of the others? Is there a certain amount of content that needs to be completed before this mission is offered? Been trying to work though the Vibora Bay content since this mission is located there but not having much luck so far.
