It jumps up by the number of simultaneous incoming mails, so it CAN jump up more than one. So be careful deleting empty mail buried in the middle of your mailbox, espcailly if you are a power user and get lots of incoming mail. My most recent message bug-deletion happened in the middle of my mailbox.
