The Caitian Atrox was added a looooong time ago because there were too many players who found it unfair that the KDF had a carrier (Vo'Quv) and the Federation didn't. It dates back *that* far. Ferasans weren't even a Thing at that point, and it took years until they got just one ship of their own.
I would go for either a two pack with a updated Atrox (maybe with a ferasan skin for it), and then a Ferasan ship. like maybe a escort or destroyer, though i think it might be better to do a battle cruiser or science type ship, and give it a Caitian style skin as well. This would give them both something useful, fill some spaces, and be appealing to both sides.
I was hoping if they eventually make a T6 Atrox and a Ferasan variation for the klingons, but honestly I would rather get the T6 Vo'quv first, and if they do an Atrox and Ferasan carrier, the Voquv would probably be put off even longer.

Logistics Command Information Center: The recharge rate of all universal consoles and devices is increased by 15 %.

Reinforcement Beacon - Caitan
When activating Rally Point Marker, Subspace Beacon or Subspace Interception, you also summon 2 Caitan Escorts that attack your targets for up to 60 seconds. This effect can occur only once every minute.
Sensor Circuit Overload - Feresan
When activating Evade Target Lock, Jam Sensors or Scramble Sensors, you inflict Sensor Circuit Overload on the target for 10 seconds. The target suffers 1,000 electrical damage (100 % shield penetration) per second while this effect is active. This effect does not stack and can be cleansed by Engineering Team.
Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.
While a pretty solid looking suggestion, the one problem I see is the cross compatability of the Caitian and Ferasan consoles, as I assume the Caitian one would be Fed and Ferasan would be KDF. So... I don't see HOW you can have a set when the ships are on "opposing" factions.
You COULD get around that by making them both crossfaction ships, but then we'd have the issue of the previous Ferasan ship and both Caitian ships being faction specific, and probably outrage from KDF players over Feds "stealing" something from them as well as using it as an arguing point that KDF are being neglected.
Only way to rectify that without gutting your suggestion would be to do something similar to what Cryptic has done lore wise recently. Joint design process between the factions like with the Temporal Warships. Each faction gets their own, but the overall design process was a joint effort. Only thing that would have to be removed is that set bonus.
um...you do realize that fed, kdf and roms can all use jem'hadar ships, romulans can use all their ally's ships aside from a few special cases and fed, kdf and jem'hadar can use all romulan ships (again, aside from a few special cases)?

Kinda wanna add a further suggestion.
Any KDF-side player that owns the Ferasan Slithus Escort, should be able to get them as a hangar pet for the carrier, and FED-side players that own the Caitian Shikaris Escort would also be able to get that as a hangar pet to use on the carrier.
Something like... "Launches a level __ Ferasan/Caitan Escort. Each hangar supports 2 deployed ships at any given time. 40 sec recharge"
Give both pets get some tetryon cannon weapons and buff for their attacks, and some debuff... and let them acts like raider pets.
