At most you would need to wait 30 minutes to be able to contribute to the next "special project", unless you are running the limited time vanity project, that takes 2 hours but is only done once. I may be mistaken, but I did not notice a change to the BOFF layout on the T5 Fleet Escort Carrier. It has +hull, + sci console, might have better shields, but I think it still has Cmdr Tac, Lt. Tac, Ensign Tac, Lt. Eng, Lt Sci. I would love to see that ensign slot be universal.
