Starbases and Exchange Access?

Hello all!
Perhaps I've missed something, but will Exchange access be possible at any tier of the Starbase? I looked on STOWiki but can't find any information.

Perhaps this will be a special project if it's not? Would anyone happen to know?

    I specifically looked through what unlocks at each tier last time I did donations and didn't find it at any tier. - they might be keeping the exchange exclusive to the regular star base's to keep them semi-populated.

    I haven't seen a desk for it either and there's nothing I see listed about it on the tiers chart.

    Looking at the room with the Officer of the watch, there's a booth with a nice big area right behind him. If it;s going to be anywhere, that would be my guess. The problem with that though is that all of the other area have been premarked already and I would think that would be as well. The room does have a mail and bank terminal already.

    In my explorations of my SB, I haven't run across an exchange console yet.

    So have a fleetie park his Tuffli outside the station and do bridge invites! :P

    I would hope that we get a "Special Upgrade Projerct" to add an exchange desk to our base
