I was having this issue as well on one of my characters, and then I played the Found Mission called "Communications Breakdown", which is in the Eastern Outskirts in the overrun Kobali base. Not sure exactly why it worked, but this mission has to be turned in to Hanchon Sadalore, so as soon as I completed it, his location…

I'll add my voice to those experiencing this issue. I rebooted my machine to make sure it wasn't me, and I submitted a report under the "support" tab.

It is happening to me as well. Not every time, but at least once per day. I have double-checked my computer and my internet connection, and I am not finding any problems.
