I have noticed this tends to happen whenever the server is being patched. If I may suggest, in the future if this problem crops up, check to see if there's been a patch before reporting an issue.

That console is, indeed gone, and has been since before I first came to Tribble (as far as I can tell). I had forgotten that one. From what I can see, it's not so much that they pool in rooms as they are spawned in rooms and cannot leave. Both the exchange and Quark's have that problem: the NPCs are supposed to be able to walk in and out, but they cannot.
