I have the same problem. Can not start the game, the autoupdater begins download and looses connection again and again. My problem also started 2 day ago. Tried to reinstall Steam and Arc problem remains. Port is open to patch server.
I do not think that there is a reason. Possibly because we got TRIBBLE shaped ships for the past years, no we will get "future" shaped ships (Appalachia).

Ah, I understand now. Yes, I thought this should be all or nothing skin swaps. It would still multiple the Orion ships, without much work. I agree some new ships would be nice. Altough, I agree that the carriers fit the pirate themes quite nicely.

Honestly, they could have spared themselves a lot of headache if they would have declared STO a separate timeline with "refugees" from other timelines. They could pick and choose what they want and want happens and what not. The ship seems strange looking though.
It has nothing to do with hating Klingon designs. I actually like them. Nor with the Breen designs, which are ugly, but they are Breen and consistent. This is a kitbash, without any saving grace from aesthetic point of view. I would have preferd a pure Klingon ship any day.
